Recent changes
November 2024 — Law No. 1228 (Immigration Reform): pensionado/rentista → temporary only; permanent residence pathway via 3 consecutive years eliminated; naturalization extended to 7 years; Law No. 694 (tax benefits) repealed.

Overview

Nicaragua offers one of the world's lowest income thresholds for a pensionado residency: US$600/month (pensionado) or US$750/month (rentista). However, a major reform in November 2024 (Law No. 1228) eliminated the previous permanent residence pathway for pensioners/rentiers — all are now temporary residents only. Naturalization now requires 7 years of permanent residence (up from 4 years previously). The reform also repealed Law No. 694, removing tax benefits that previously accompanied pensionado status. Per-Program Detail

retired_residency

  • Official name: Residencia de Pensionado (Temporary — since November 2024 reform)
  • Conditions: Age 45+. Monthly pension income ≥ US$600 from foreign source; +US$150 per dependent. [2]
  • Must provide: US Embassy notarized affidavit of income (for US citizens), apostilled birth certificate, apostilled criminal record, health certificate, passport valid 6+ months with latest entry stamp, 2 passport photos, guarantee deposit (airline ticket equivalent).
  • Duration / renewal: TEMPORARY residence only (since reform). Annual card fee: US$200. Can be extended; no path to permanent residence via pensionado itself — need alternative route (work, marriage, investment).
  • Path to citizenship: After obtaining permanent residence via alternative route, 7 years (previously 4). [3]
  • Official source: https://www.migob.gob.ni (Dirección General de Migración y Extranjería)
  • Community verdict: Worsened (pre-reform: best-value LATAM pensionado with $600/mo + permanent residence. Post-Nov 2024: temporary-only, no tax benefits, stricter renewal, path to citizenship deferred to 7 years — major downgrade).

passive_income_residency

  • Official name: Residencia de Rentista (Temporary)
  • Conditions: Age 45+. Monthly passive income ≥ US$750 (any source: dividends, interest, rental, investment returns) from foreign source. +US$150 per dependent. [4]
  • Duration / renewal: TEMPORARY only (since reform). Annual renewal.
  • Path to citizenship: Convert to permanent via alternative route → 7 years.
  • Official source: https://www.migob.gob.ni
  • Community verdict: Worsened (same reform impact as pensionado — temporary-only now).

employment_residency

  • Official name: Temporary residence (work)
  • Conditions: Job offer from Nicaraguan employer. Employer must be legally constituted in Nicaragua. Contract, company documents, police clearance, medical certificate, apostilled birth certificate.
  • Duration / renewal: 1 year, renewable.
  • Path to citizenship: Temporary residence for 3+ years → apply for permanent residence → 7 years → naturalization. Or: marriage to Nicaraguan → faster path.
  • Official source: https://www.migob.gob.ni
  • Community verdict: Mixed (small formal labour market; 90% local-staff requirement; mostly used by multinationals in Zona Franca/manufacturing sectors).

Citizenship

  • By naturalization: 7 years of PERMANENT residence (up from 4 years pre-November 2024). Exceptions: 2 years for Central Americans (CA-4) and Spaniards; reduced for spouses of Nicaraguans.
  • Requirements: Spanish proficiency, basic knowledge of Nicaraguan history/culture, clean criminal record, economic solvency. [5]
  • By marriage: Spouse of Nicaraguan citizen.
  • Dual citizenship: Recognized (de facto — Nicaragua does not require renunciation).

Tax

  • Territorial tax system: foreign-source income generally not taxed for non-domiciled individuals.
  • Tax benefits under old Law No. 694 (tax exemptions for pensionados/rentistas) REPEALED by Law No. 1228 in November 2024. [6]
  • Personal income tax on local-source income: progressive up to 30%.
  • VAT: 15%.

IT / Digital Nomad

Not available — no dedicated digital nomad visa. Remote workers may enter as tourists (visa-free for many; purchase $10 tourist card on arrival; 90-day stay extendable). Rentista route requires age 45+ — younger digital nomads may not qualify. Self-employed/investor visas less developed.

Yacht / Maritime

Nicaragua has both Caribbean and Pacific coasts. Maritime infrastructure limited. Some yachting activity around Corn Islands (Caribbean) and San Juan del Sur (Pacific). No dedicated yacht-residence programme.

Notes for RU citizens

  • Russian nationals: visa-free entry (90 days, tourist card $10 USD on arrival).
  • Rentista/Pensionado thresholds are among the world's lowest ($600–750/mo) — very accessible.
  • November 2024 reform downgraded status from permanent to temporary and removed tax benefits — significant impact on attractiveness for RU retirees previously using the programme.
  • Spanish proficiency needed; small but existing RU community in Granada and San Juan del Sur.

Community pulse

  • Pre-November 2024: Nicaragua was arguably the world's cheapest pensionado route ($600/mo) with permanent residency, tax benefits, and 4-year citizenship path. Widely praised.
  • Post-November 2024 reform (Law No. 1228): Major regression. Permanent residence eliminated for pensionados/rentistas — now temporary only. Tax benefits repealed. Naturalization extended to 7 years. Residency category "no longer permanent" — renewals now annual with document re-submission.
  • Expat sentiment: significantly disappointed. Many considering alternatives (Guatemala rentista, Panama pensionado).
  • Processing time for initial residency: 2–8 months depending on route.

Country Card

Nicaragua is the largest country in Central America by area, with both Caribbean and Pacific coastlines. It was once considered the world's best-value pensionado destination, offering permanent residence with a US$600/month pension threshold and a 4-year citizenship path. However, the November 2024 immigration reform (Law No. 1228) fundamentally downgraded the programme: pensionado and rentista residencies are now TEMPORARY only, tax benefits were repealed, and naturalization was extended to 7 years. The country still offers the lowest income thresholds ($600 pensionado / $750 rentista) and has a territorial tax system, but the programme's attractiveness has significantly diminished.

Strong points

  • Lowest pensionado threshold in the world: US$600/month
  • Visa-free entry for many nationalities including Russia (90-day tourist card $10)
  • Very low cost of living (Numbeo index 28.4)
  • Territorial tax system: foreign-source income generally not taxed
  • Beautiful colonial cities (Granada, León) and Pacific surf (San Juan del Sur)
  • Dual citizenship de facto recognized

Known problems

  • November 2024 reform (Law No. 1228) eliminated permanent residence for pensionados/rentistas — temporary only now
  • Tax benefits under Law No. 694 repealed; naturalization extended from 4 to 7 years
  • Very weak rule of law (WJP 0.35, rank 131/142); Freedom House rated "Not Free" (25/100)
  • Authoritarian political environment; risk of further programme restrictions
  • No digital nomad visa; rentista requires age 45+
  • Healthcare quality poor; medical evacuation may be needed
