Retired Residency — Cross-Country Comparison

Definition

Retired residency — residence permits for individuals living off pension or retirement income, with no intention to work locally. In many countries this is the same program as passive income residency (passive-income-residency): Portugal D7, Spain NLV, Italy Elective Residence serve both passive-income holders and retirees. Some countries have dedicated retiree programs with lower thresholds, age requirements, or special tax treatment: Costa Rica Pensionado ($1,000/mo), Panama Pensionado ($1,000/mo + discounts), Greece FIP with 7% foreign pension flat tax, Belize QRP (age 40+), Thailand Retirement Visa (age 50+).

Key differentiators: pension-only vs. all passive income; special tax regimes for foreign pensions (Italy 7% in small southern towns, Greece 7% flat, Panama territorial tax); retiree discounts (Panama Pensionado: 25% off utilities, airfare, restaurants); age minimums (Thailand 50, Belize 40, most others: none).

Current State

39 countries have dedicated retiree pathways. Latin America dominates: Costa Rica, Panama, Ecuador, Colombia, Mexico, Belize, Dominican Republic all have structured pensionado programs. Southern Europe is the premium tier: Portugal D7 (€920/mo), Spain NLV (€2,400/mo), Italy Elective (€31,000/yr but 7% tax in small towns), Greece FIP (€2,000/mo + 7% pension tax). Southeast Asia: Thailand, Malaysia, Philippines have long-standing retiree programs. The UAE has a Retirement Visa (55+, AED 20,000/mo or AED 1,000,000 savings or AED 2,000,000 property). Germany and most Nordic countries do NOT offer retiree-specific visas.
