Overview
Dominica (Commonwealth of Dominica, not the Dominican Republic) runs one of the world's oldest and cheapest citizenship-by-investment (CBI) programmes, administered by the Citizenship by Investment Unit (CBIU). Citizenship is granted directly for a non-refundable contribution with no physical presence required. It is the lowest single-applicant entry point in the Caribbean CBI market.

Per-Program Detail
citizenship_by_investment
- Official name: Citizenship by Investment Programme (Economic Diversification Fund / Approved Real Estate)
- Conditions (EDF donation): US$200,000 single applicant; US$250,000 main applicant + up to 3 dependants; +US$25,000 per additional dependant under 18; +US$40,000 per additional dependant 18+. Approved Real Estate: min US$200,000, held ≥3 years. Due diligence US$7,500 main applicant, US$4,000 per dependant 16+. Mandatory interview for applicants 16+.
- Duration / renewal: Citizenship is permanent and hereditary; no residence or renewal requirement.
- Path to citizenship: Direct grant on approval (typically ~3–4 months processing).
- Official source: https://www.cbiu.gov.dm/dominica-citizenship
- Community verdict: Works well (lowest Caribbean entry price; mature, well-established programme; mandatory interview added for all 16+ applicants).
Citizenship
Direct citizenship by investment (see above). Naturalisation by residence is also available at ministerial discretion after long residence, but CBI is the standard route. Dual citizenship is permitted.
Tax
No capital gains, inheritance, or wealth taxes. Non-resident CBI citizens pay no Dominican income tax; residents are taxed on local income only. No minimum-stay requirement means CBI holders typically owe nothing.
IT / Digital Nomad
No dedicated digital-nomad visa. CBI holders with Dominican citizenship can live and work there if they choose, but the programme imposes no residency.
Yacht / Maritime
Yacht registration under the Dominica flag is available. Caribbean yachting hub with hurricane-season exposure (Jun–Nov).
Notes for RU Citizens
Dominica CBI is open to Russian applicants subject to enhanced due diligence (same as all applicants). No EU visa-free access (Dominica passport ≠ Schengen); use for mobility to China, Singapore, Russia, Hong Kong. Apply via authorised agents.
Widely regarded as the cheapest and most reliable Caribbean CBI. The July 2024 Caribbean MoU aligned prices upward ($200,000 floor), and the mandatory-interview requirement (2023+) slowed but did not halt approvals. Few residency complaints since no stay is required.
Country Card
Dominica is a mountainous Eastern Caribbean island nation between Guadeloupe and Martinique, with a small population and an economy built on agriculture, eco-tourism, and — centrally — its citizenship-by-investment programme, which is a major revenue source. It is the "Nature Isle" of the Caribbean, marketed for eco-tourism and offshore/economic citizenship.
Strong points
- Lowest-cost Caribbean CBI entry point ($200,000 single)
- No physical-residence requirement for citizenship
- Established, government-run programme since 1993
- Visa-free access to China, Russia, Singapore, Hong Kong
- Stable parliamentary democracy (FH 92/100)
Known problems
- Small, hurricane-prone island (Hurricane Maria 2017 heavily damaged it)
- No Schengen/EU visa-free access
- Mandatory interview + strict due diligence slow some applications
- Limited economy and local job market
