Overview
Cuba's migration system is controlled by the state (DIIE, Dirección de Identificación, Inmigración y Extranjería). There is no residence or citizenship by investment. A major reform (new Immigration, Foreigners, and Citizenship Laws, reported May 2026) resets residency and citizenship rules — including a 180-days-per-year physical-presence test to maintain effective residency. Naturalisation needs 5 years' continuous permanent residence (two for spouses/parents of Cubans).

Per-Program Detail
employment_residency
- Official name: Residencia temporal por contrato de trabajo (temporary residence by work contract)
- Conditions: Valid employment contract with a Cuban entity; DIIE approval. Temporary residence is the first stage; it does not count toward the naturalisation clock.
- Duration / renewal: Up to 5 years, tied to contract length; renewable.
- Path to citizenship: Convert to permanent residence first, then 5 years' permanent residence.
- Official source: https://www.periodico26.cu/index.php/en/cuba-news-2/25548-new-immigration-foreigners-and-citizenship-laws-transform-cuba-s-migration-system
- Community verdict: Problematic (heavily bureaucratic; approvals discretionary).
family_reunification
- Official name: Residencia permanente por vínculo familiar (permanent residence via family tie)
- Conditions: Cuban spouse/parent/child can sponsor permanent residence directly (no DIIE special approval needed).
- Duration / renewal: Indefinite.
- Path to citizenship: 2 years' residence for spouses/parents of citizens.
- Official source: https://www.expatfocus.com/cuba/guide/cuba-citizenship
- Community verdict: Works well (fastest route; 2-year naturalisation for spouses).
Citizenship
Naturalisation requires 5 years' continuous permanent residence (2 years for spouses/parents of citizens), command of Spanish, and two recommendation letters from Cuban citizens. Processing ~6 months. Dual citizenship is effectively discouraged (Cuba requires renunciation in practice).
Tax
Personal income tax is progressive, reaching ~50% at the top. Self-employed (cuentapropista) regime applies to a capped list of activities. No special expat or nomad regime; no capital gains regime of note for residents.
IT / Digital Nomad
No digital-nomad visa; internet is state-controlled and connectivity historically limited. Remote work for foreign employers is not a recognised residence basis.
Yacht / Maritime
Marina Hemingway (Havana) is the main yacht facility; recreational boating is tightly regulated and state-controlled. Not a practical yachting base for foreign owners.
Notes for RU Citizens
Cuba is a long-standing Russian ally; Russian nationals historically face fewer obstacles than Westerners, but the process remains bureaucratic and residence does not open a route to a stronger passport. Note the US context: Cubans enjoy the US Cuban Adjustment Act (CAA) — a fast track to a US Green Card — which is relevant to Cuban citizens, not foreign residents.
Expat discussion emphasises that Cuban residency is slow, discretionary, and offers little mobility benefit — the Cuban passport is weak (Henley 57) and dual citizenship is effectively unavailable. The 2026 reform (180-day presence rule) tightened maintenance of residency further.
Country Card
Cuba is the largest Caribbean island, a one-party communist state with a state-controlled economy that has cautiously expanded private enterprise and foreign investment. Its migration system is closed and bureaucratic, offering no investment route and a weak passport, making it unattractive for mobility-seeking expats.
Strong points
- Low cost of living; free universal healthcare/education
- Long coastline, rich culture, and high tourism appeal
- 2-year fast-track naturalisation for spouses/parents of Cubans
- Strategic visa-free access to some non-Western states (Russia, etc.)
Known problems
- Not Free (FH 10/100); one-party state, restricted civil liberties
- Weak passport (Henley 57); dual citizenship effectively unavailable
- No residence or citizenship by investment; slow discretionary process
- 2026 reform tightened the 180-day presence requirement
