Overview
The British Virgin Islands (BVI) is a British Overseas Territory and a leading offshore corporate-registration and yachting jurisdiction. It has no income tax (payroll tax and stamp duty apply instead). There is no citizenship-by-investment programme, and full "belonger status" (the local equivalent of permanent residence/right of abode) is tightly restricted, typically requiring ~15–20 years of residence. Foreigners generally live there on work permits or as independent-means residents.

Per-Program Detail
passive_income_residency
- Official name: Certificate of Residence (non-belonger / independent means)
- Conditions: Demonstrate sufficient independent financial means to reside without working; the certificate confers residence without the right to work. Details published by the BVI Immigration Department.
- Duration / renewal: Renewable.
- Path to citizenship: Time may count toward the long belonger-status clock (20+ years).
- Official source: https://www.bvi.gov.vg/
- Community verdict: No reliable data (small applicant pool).
employment_residency
- Official name: Work permit
- Conditions: Employer-sponsored; most non-belongers must hold a work permit to live and work. No fast track to belonger status.
- Duration / renewal: Tied to employment; renewable.
- Path to citizenship: Belonger status after ~15–20 years' residence (discretionary).
- Official source: https://www.bvi.gov.vg/
- Community verdict: Mixed (work permits accessible; belonger status very slow).
Citizenship
Citizens are British Overseas Territories Citizens (BOTC) and, since 2002, generally also full British citizens (British passport). Local "belonger status" — required to own land without a licence and to vote — is granted only after long residence (commonly ~15–20 years) and is discretionary. Naturalisation as BOTC is possible after 5 years' residence.
Tax
0% income tax, 0% capital gains, 0% inheritance. Instead: payroll tax (employer ~4–14%, employee up to 14%) and stamp duty on property (4–12%). No income-tax filing.
IT / Digital Nomad
No digital-nomad visa. Remote workers generally need a work permit or the independent-means certificate (no work right), so the BVI is not a practical nomad base.
Yacht / Maritime
The BVI is one of the world's premier sailing/yachting destinations (Tortola, Virgin Gorda, Anegada) and a leading yacht-flag registry (Red Ensign group). Charter and crew work permits are the practical entry route for yachting professionals.
Notes for RU Citizens
No CBI or fast track. Work permits (including yachting/charter) and the independent-means certificate are the realistic routes. The BVI is not a convenient base due to the restricted belonger-status regime.
Discussion is dominated by yachting professionals (crew permits, the BVI's sailing season) and offshore-company formation. Residence for lifestyle purposes is limited by the slow belonger-status path and the absence of a nomad visa.
Country Card
The British Virgin Islands is a small, affluent Overseas Territory in the eastern Caribbean, best known as the world's leading offshore company-registration hub and a premier sailing destination. Its economy rests on financial services and tourism, with a large transient expatriate workforce in both sectors.
Strong points
- Zero income/capital-gains/inheritance tax
- British legal system and BOTC/British citizenship route
- World's top offshore company registry and yachting ground
- Safe, stable, English-speaking
Known problems
- Belonger status extremely slow (~15–20 years) and discretionary
- No digital-nomad or investor-residence route
- Payroll tax and high property stamp duty offset the zero income tax
- Small population, limited non-tourism economy; hurricane exposure
