Overview

The Dominican Republic is one of the Caribbean's most accessible immigration destinations, particularly popular with Russian-speaking expats. Managed by the Dirección General de Migración (DGM), the system offers investor, renter (rentista), retirement (pensionado), and work-permit routes. The process follows: Residency Visa (from consulate) → Temporary Residence (RT-9, 1 year) → Permanent Residence (RP-1, 1 year → 4-year renewal) → Definitive Residence (RD-1, 10 years). Citizenship is accessible after 2 years of permanent residence (6 months if married to Dominican). [1]

  • Duration / renewal: 1-year temporary, renewable; convertible to permanent residence.
  • Path to citizenship: After 2 years permanent residence → naturalization (6 months if married to Dominican). [3]
  • Official source: https://migracion.gob.do/en/servicios/residence

passive_income_residency

  • Official name: Residencia por Inversión en Calidad de Rentista (Rentier Residence)
  • Conditions: Monthly permanent income of US$2,000+ from foreign company or agency. Must provide: certified proof of income origin, Dominican bank certification. Valid passport (18+ months), birth certificate (apostilled), 4 photos, criminal record check, medical exam, guarantee insurance. [4]
  • Duration / renewal: 1-year temporary residence (RT-9), renewable annually. Permanent residence (RP-1) after minimum 1 year; card valid 1 year → then 4 years. Definitive residence (RD-1) after: 10 years.
  • Path to citizenship: After 2 years permanent residence (or 6 months if married to Dominican). [5]
  • Official source: https://migracion.gob.do/en/servicio/renter-residence

  • Path to citizenship: After transition to permanent residence (RT-9 → RP-1) and 2 years.
  • Official source: https://migracion.gob.do/en/servicios/residence
  • Community verdict: Mixed (employer-driven; 80/20 local-to-foreign worker ratio required by Labor Code; mostly used by multinationals transferring staff).

retired_residency

  • Path to citizenship: After 2 years permanent residence.
  • Official source: https://migracion.gob.do/en/servicios/residence

startup_entrepreneur

  • Requirements: ties to country, good conduct, financial solvency, Spanish proficiency (informal interview-based).
  • By marriage: 6 months permanent residence. Faster track.
  • Dual citizenship: Recognized since 1994 constitutional reform.
  • Passport: Visa-free/visa-on-arrival to 70+ countries.

Tax

  • Territorial tax system: foreign-source income generally not taxed.
  • Tax incentives under Law No. 171-07 for pensioners and rentiers: exemptions on household goods import, vehicle import (partial), property transfer tax (first purchase).
  • Income tax: progressive 15–25% on Dominican-source income above threshold.
  • No wealth tax. No inheritance tax.

IT / Digital Nomad

Not available. No dedicated digital nomad visa. Remote workers commonly use tourist entry (visa-free for many; up to 30 days extendable) and may later apply for rentista residence if they can demonstrate passive income stream ($2,000/mo). Some remote workers operate in informal grey area on tourist visas.

Yacht / Maritime

Dominican Republic has several full-service marinas (Casa de Campo, Ocean World). Yacht registration possible under Dominican flag. No special yacht-residence programme.

Notes for RU citizens

  • One of the most popular destinations for Russian expats in the Caribbean. Large RU-speaking community in Bávaro/Punta Cana.
  • Visa-free for Russian citizens (up to 60 days). Can enter, apply for residence from within.
  • Rentista route widely used by RU citizens: $2,000/mo income threshold, docs apostilled and translated.
  • Citizenship in ~3 years total (1 year temporary + 2 years permanent or faster via marriage).
  • Dominican passport provides visa-free Russia access — fewer than 70 countries total. Less passport power focus, more lifestyle focus.

Community pulse

  • Very accessible residency system. Rentista and pensionado routes are the most popular — clear thresholds, relatively fast.
  • DGM bureaucracy is the main friction — processing can be slow (90 business days). Using a local immigration lawyer is the norm.
  • Large and well-established expat community (RU, US, EU).
  • Quality of life vs cost: strong value proposition.

Country Card

The Dominican Republic occupies the eastern two-thirds of Hispaniola in the Caribbean, sharing the island with Haiti. It has the largest economy in the Caribbean and Central America, driven by tourism, services, mining, and agriculture. The DR is one of the most popular expat destinations in the region, particularly for Russian-speaking immigrants, thanks to an accessible residency system (rentista at $2,000/mo, investment from $200,000), a territorial tax regime, and a relatively fast path to citizenship (~3 years). It combines Caribbean lifestyle with moderate costs and well-developed tourism infrastructure.

Strong points

  • Fastest citizenship path in the Caribbean (2 years permanent residence, or 6 months if married)
  • Accessible rentista residency: $2,000/mo passive income threshold
  • Territorial tax system: zero tax on foreign-source income
  • Large established expat community (RU, US, EU) in Bávaro/Punta Cana, Santo Domingo
  • Moderate cost of living (Numbeo index 38.1) with Caribbean lifestyle
  • Visa-free entry for many nationalities including Russia (up to 60 days)

Known problems

  • Weak passport: only ~70 visa-free destinations; limited global mobility
  • Bureaucratic inefficiency (DGM processing: ~90 business days); lawyer recommended
  • High crime rate in certain areas; inequality and infrastructure gaps
  • Rule of Law score low (0.47 WJP); corruption perception significant
  • Healthcare quality uneven outside major tourist/expat zones
  • Power grid instability (apagones/blackouts common outside resort areas)
