Monitoring

Recent changes
March 2026 — bill to amend Special Law on Migration and Foreigners submitted to Legislative Assembly; proposed changes to temporary residence and naturalization provisions pending.

Overview

El Salvador requires temporary residence with work authorization plus a separate work permit from the Ministry of Labor for non-Central American foreigners. Central American nationals may obtain permanent residence directly. Spanish/Latin American nationals may convert to permanent residence after 1 year (others: 3 years). Naturalization: 5 years total residence (1 year for Spanish/Latin Americans). El Salvador's adoption of Bitcoin as legal tender (2021) and recent security improvements under President Bukele have increased expat interest, though formal residence programmes remain traditional. Per-Program Detail

employment_residency

  • Official name: Residencia Temporal con Autorización de Trabajo + Permiso de Trabajo (Ministry of Labor)
  • Conditions: Job offer from Salvadoran company; employer files both immigration (DGME) and labor (Ministry) applications. DGME Form F-1 for work permit. Requirements: apostilled police clearance, medical certificate, university degree/proof of experience, employment contract, passport copy. [2]
  • Non-Central American: US$140 (1 year) / US$260 (2 years)
  • Central American: US$70 (1 year) / US$130 (2 years)
  • Duration / renewal: 1–2 years initially, renewable. Maximum temporary residence: 5 years total, then must convert to permanent.
  • Path to citizenship: After temporary → permanent → naturalization (see below).
  • Official source: https://www.migracion.gob.sv (DGME)
  • Community verdict: Mixed (dual approval: DGME + Ministry of Labor; processing 3–4 months; employer-driven; 90% local staff requirement limits foreign hiring).

passive_income_residency / retired_residency

  • Official name: Residencia Temporal de Rentista / Pensionado
  • Conditions: US$1,224+/month in pension (pensionado) or passive income (rentista) from abroad. Sworn statement and proof of income required. Tax exemption on foreign income. Import facilities for household goods and vehicles available for retirees. [3]
  • Duration / renewal: 1 year, extendable. NOT permanent on first grant — temporary category.
  • Path to citizenship: Temporary → permanent (1 year Spanish/Latin American; 3 years others) → naturalization (totals below).
  • Official source: https://www.migracion.gob.sv
  • Community verdict: Mixed (moderate threshold but temporary-only status; Spanish/Latin Americans benefit from faster path to permanence; others face 3 years temporary).

startup_entrepreneur

  • Official name: Permiso de Trabajo para Trabajador Independiente (F-2)
  • Conditions: Self-employed foreigners must apply for self-employment work permit via DGME Form F-2. Must obtain authorizations from relevant institutions (mayors' offices, state institutions) as applicable to business activity. Same residency/permit process as employment. [4]
  • Duration / renewal: 1 year.
  • Path to citizenship: Same temporary → permanent → naturalization chain.
  • Official source: https://www.migracion.gob.sv
  • Community verdict: Limited information (small programme; less developed than employment route).

Citizenship

  • By naturalization: Must hold permanent residence (Definitive Residence). Total path from entry:
  • Spanish/Latin Americans: 1 year temporary + 1 year permanent = 2 years to naturalization.
  • All others: up to 5 years temporary + 1 year permanent = 6+ years to naturalization. [5]
  • Central Americans by birth may apply for permanent residence directly.
  • Requirements: 18+, clean record, declaration of desire, loyalty oath, not a citizen of enemy state.
  • By marriage: 2 years residence.
  • Dual citizenship: Recognized (naturalized citizens may retain original nationality; renunciation previously required was waived for certain categories).
  • Naturalization can be revoked: 5 consecutive years absence from El Salvador (or 2 years residence in country of origin without authorization).

Tax

  • Territorial tax system: only El Salvador-source income taxed. Foreign pension, investment, and rental income generally exempt. [6]
  • Personal income tax: progressive 0–30% on local-source income.
  • VAT (IVA): 13%.
  • No capital gains tax for individuals (on non-business assets). No inheritance tax.
  • Bitcoin accepted as legal tender (alongside USD — El Salvador is dollarized).

IT / Digital Nomad

Not available — no dedicated digital nomad visa. Remote workers may enter as tourists (visa-free for many; up to 180 days for business purposes for some nationalities). For longer stays, self-employment or investor residence applies. Bitcoin-friendly legal framework and growing crypto community are draws for some digital nomads.

Yacht / Maritime

El Salvador has a Pacific coastline but no significant yacht registration framework. Marinas limited (primarily La Libertad and Acajutla). No yacht-residence programme.

Notes for RU citizens

  • Russian nationals require a visa to enter El Salvador (consular or consulted visa).
  • Work permit and residence routes technically open but small RU community.
  • Bitcoin and crypto-friendly legal environment (Bitcoin legal tender since 2021) may attract crypto-nomads and alternative-finance expats.
  • Spanish proficiency needed for naturalization and daily life.

Community pulse

  • Immigration system is dual-track: DGME (residence) + Ministry of Labor (work permit) — bureaucratic layering.
  • Improved security since 2022 has boosted expat interest but immigration framework has not modernized significantly.
  • No standout "easy" programme — temporary chain required; naturalization 5+ years for non-Latin Americans.
  • Expat communities growing in El Tunco, Santa Ana, and San Salvador.

Country Card

El Salvador is the smallest and most densely populated country in Central America, with a Pacific coastline known for world-class surf breaks. It made global headlines in 2021 by adopting Bitcoin as legal tender alongside the US dollar (the economy is fully dollarized). The dramatic security improvements under President Bukele since 2022 have transformed the country's reputation, boosting tourism and expat interest. El Salvador offers a territorial tax system and pensionado/rentista residence at US$1,224+/month, though residency is temporary (not permanent on first grant). The citizenship path varies significantly by nationality: 5+ years for most, but Spanish and Latin Americans benefit from accelerated timelines (as little as 2 years).

Strong points

  • Bitcoin legal tender (alongside USD) — crypto-friendly legal framework
  • Dramatic security improvements since 2022; homicide rate dropped precipitously
  • Territorial tax system: no tax on foreign-source income
  • Dollarized economy eliminates currency risk
  • Accelerated citizenship path for Spanish and Latin Americans (2 years total)
  • Good passport: ~131 visa-free destinations including Schengen

Known problems

  • Residency is temporary-only (not permanent on first grant); requires chain of renewals
  • Dual bureaucracy: DGME (residence) + Ministry of Labor (work permit) — two separate processes
  • Constitutional concerns: state of exception powers, judicial independence questioned
  • Weak rule of law (WJP 0.44); Freedom House downgraded to Partly Free (56/100)
  • Spanish essential; very limited English outside tourist surf towns
  • No dedicated digital nomad visa despite crypto-friendly positioning
