Overview

Grenada's Citizenship by Investment (CBI) programme was established in 2013 by the Grenada Citizenship by Investment Act (Act No. 15 of 2013). It is administered by the Investment Migration Agency (IMA) Grenada. Grenada is one of only two Caribbean CBI states with a US E-2 treaty; its passport also has visa-free/visa-on-arrival access to ~148 countries including China, Schengen, and the UK. Dual citizenship allowed; citizenship may be extended to spouse, dependent children, and dependent parents. [1]

Per-Program Detail

citizenship_by_investment

  • Official name: Grenada Citizenship by Investment Programme (CBI)
  • Conditions: Two investment routes (revised July 1, 2024):
  • NTF Donation (National Transformation Fund): US$235,000 non-refundable contribution for main applicant + up to 3 dependents; +$25,000 per additional dependent; +$50,000 for parents/grandparents under 55; +$75,000 per sibling. [2]
  • Real Estate (approved projects): US$270,000 minimum (share purchase) or US$350,000 full title deed; +$50,000 government contribution per main applicant + up to 3 dependents; +$25,000 additional dependents. [3]
  • Due diligence: US$5,000 per person (no fee for dependents 0–16); application fee US$1,500; processing fee US$1,500 (over 18) / $500 (under 18).
  • Duration / renewal: Citizenship is permanent and irrevocable. No mandatory residency or physical presence. Passport valid 5 years for adults.
  • Path to citizenship: Direct citizenship. NTF route permits applying for permanent residence first and citizenship later. No language exam.
  • Official source: https://imagrenada.gd/citizenship-by-investment
  • Community verdict: Works well (mature programme; July 2024 price increase to $235,000 NTF / $270,000 real estate per OECS MoA; single best Caribbean CBI for US E-2 treaty access).

Citizenship

  • By investment: Direct upon qualifying investment + due diligence.
  • By naturalization: Available after 7 years of legal residence.
  • Dual citizenship: Fully recognized.

Tax

  • Territorial tax system for residents; no tax on foreign-source income. No capital gains tax. No inheritance/wealth tax.
  • Corporate tax: 28% (reduced for qualifying sectors).

IT / Digital Nomad

Not available. No dedicated digital nomad visa. Remote workers enter as tourists.

Yacht / Maritime

Grenada operates an international ship registry. Yacht registration available. Significant yachting sector in the Eastern Caribbean.

Notes for RU citizens

  • CBI is open to Russian nationals with enhanced due diligence post-2022; some agents report barring for certain aparat-linked individuals.
  • Main strategic appeal: US E-2 investor visa eligibility (requires 3 years domicile in Grenada to apply).
  • No visa-free Russia access with Grenada passport.

Community pulse

  • CBI: Respectable programme, lower profile than St Kitts/Antigua. July 2024 thresholds aligned with OECS MoA. Processing 3–4 months.
  • Work permits: US investors pay US$1,111 (XCD 3,000) annually — small, inexpensive work permit. [4]

Country Card

Grenada is a tri-island eastern Caribbean nation (Grenada, Carriacou, Petite Martinique) known as the "Spice Isle" for its nutmeg and mace production. It operates a Citizenship by Investment (CBI) programme established in 2013, administered by the Investment Migration Agency (IMA) Grenada. Grenada holds a unique strategic advantage among Caribbean CBI states: it is one of only two with a US E-2 treaty, allowing citizens (after 3 years domicile) to apply for a US investor visa. The CBI programme offers two investment routes from US$235,000 (NTF donation) or US$270,000+ (real estate), with citizenship granted in 3–4 months. There is no personal income tax on foreign-source income.

Strong points

  • US E-2 treaty eligibility: unique among Caribbean CBI states (alongside only one other)
  • CBI: citizenship in 3–4 months with no physical presence required
  • Strong passport: ~148 visa-free destinations including China, Schengen, UK
  • Territorial tax: no tax on foreign-source income; no capital gains or inheritance tax
  • Stable democracy (FH 89/100); good rule of law (WJP 0.62)
  • Significant Eastern Caribbean yachting sector; international ship registry

Known problems

  • CBI is expensive: US$235,000 NTF donation minimum; US$270,000 real estate
  • Investment thresholds raised July 2024 under OECS MoA
  • No digital nomad visa; no mid-tier residence options — CBI or work permit only
  • US E-2 requires 3 years domicile in Grenada before applying
  • Small population and economy; limited infrastructure
  • Hurricane risk; climate vulnerability
