Overview
Haiti, the poorest country in the Western Hemisphere, has no citizenship-by-investment programme and no structured residency-by-investment route. The immigration framework is basic, focused on work permits and family reunification. Naturalisation requires 5 years' residence and fluency in French/Creole. The state is in prolonged crisis, with armed gangs controlling large parts of Port-au-Prince. [1]

Per-Program Detail
Most canonical residency types are absent. Standard work and family permits exist but are administered in a fragile, paper-based system. There is no investment, passive-income, digital-nomad, or retirement route.
Citizenship
Naturalisation requires 5 years' residence, knowledge of French or Haitian Creole, good character, and renunciation of prior citizenship (Haiti does not recognise dual citizenship for naturalised persons). Grant is discretionary. Naturalised citizenship is rarely sought due to the passport's weakness and the instability of the state. [2]
Tax
Haiti has a progressive personal income tax system with a top rate of approximately 30%. No capital gains tax. No special expat regime. The reality of tax enforcement is uneven.
IT / Digital Nomad
No digital-nomad or remote-work visa. Political instability, crime, and limited infrastructure make Haiti an impractical destination for remote workers.
Yacht / Maritime
Haiti has ports in Port-au-Prince, Cap-Haïtien, and Labadee (a private cruise enclave). Recreational boating is minimal due to security concerns.
Notes for RU Citizens
No special route. Security conditions (armed gang control, kidnappings) make routine residence unrealistic for most foreign nationals.
Community Pulse
Haiti is essentially absent from expatriate and migration forums except in the context of crisis, evacuation, and humanitarian visas. Residency for economic/lifestyle purposes is not a realistic path.
Country Card
Haiti occupies the western third of the island of Hispaniola. It is the poorest nation in the Western Hemisphere, with a history of political instability compounded since 2021 by gang violence, state collapse, and humanitarian crisis. It is not a destination for residency or second-citizenship planning in any conventional sense.
Strong points
- Rich cultural heritage and resilient population
- Strategic Caribbean location on Hispaniola
- Low-cost entry for investors willing to take extreme risk
Known problems
- Not Free (FH 24/100); gang control of capital and main port
- Poorest GDP per capita in the Americas (~$3,300 PPP)
- Weak passport (Henley 48); no dual citizenship for naturalised
- No residency-by-investment, no CBI, no structured programmes
