Overview
Cyprus is an EU member state (since 2004) with a strong passport, but NOT in Schengen — a separate travel regime. It offers permanent residency by investment from €300,000 (Category F fast-track, ~6 months processing) and a world-class non-domiciled (non-dom) tax regime: 0% tax on dividends and interest for 17 years. Citizenship requires 8 years of physical residence (2555 days within 10-year period). [1]

Per-Program Detail
Investment Residency — Permanent Residency by Investment (Cat. F Fast-Track)
- Official name: Κατηγορία F — Ταχεία Διαδικασία (Category F — Fast-Track Permanent Residency)
- Conditions: €300,000 + VAT investment in real estate (new property) or business in Cyprus. [2] Foreign income: ≥€9,568/year for main applicant + €4,613 per dependent. Clean criminal record. No employment in Cyprus (business ownership permitted). Council of Ministers approval required for non-EU property purchase. [3]
- Duration / renewal: Permanent — permit does not expire. No renewal needed. Covers entire family (spouse + children ≤25 + parents). Processing: ~8–12 months.
- Path to citizenship: 8 years physical residence (2555 days within 10 years, including final 12 consecutive months) + Greek language proficiency. [4]
- Official source: https://www.moi.gov.cy/moi/crmd/crmd.nsf
- Community verdict: Works well — lifetime permanent residency, relatively affordable €300,000 entry, no renewal hassle. Limassol has a very large expat community. Non-Schengen is a tradeoff.
- ⚠ October 2026: Government notified parliament of plans to tighten the Golden Visa (Category F fast-track PR) criteria ahead of expected Schengen accession. Specific changes not yet published; applicants advised to file before new rules take effect. [5]
Passive Income / Retired — Category F (Standard)
- Official name: Κατηγορία F (Category F — standard process)
- Conditions: Proof of stable foreign income sufficient to live in Cyprus without local employment. Typically €9,568/year + per dependent. Slower processing than fast-track.
- Duration / renewal: 1 year, renewable.
- Path to citizenship: 8 years physical residence.
- Official source: https://www.moi.gov.cy
- Community verdict: Works well — but fast-track (€300,000) is overwhelmingly the preferred route.
Citizenship
- Standard naturalization (M127): 8 years of legal residence — 2555 days within 10-year period, including 12 continuous months immediately before application [6]
- Highly skilled workers: 5 years (A2 Greek) or 4 years (B1 Greek) [7]
- Marriage to Cypriot: previously 3 years residence; September 2026 bill (public consultation Sep 12, 2026) proposes reducing to 6 months for foreign spouses living abroad (marriage ≥5 years + minister's approval). [8]
- Language: Greek proficiency (B1 for standard, A2 for skilled workers)
- Dual citizenship: permitted
- CBI (Citizenship by Investment): TERMINATED in 2020 after scandal
- Biometric cards: All older paper documents must be replaced with biometric cards per EU Regulation 2019/1157 from August 2026 [9]
Tax
Cyprus is a premier tax jurisdiction due to its non-domiciled (non-dom) regime:
- 0% tax on dividends and interest for non-domiciled residents (for 17 years)
- 0% tax on foreign-sourced income unless remitted to Cyprus
- Personal income tax: progressive up to 35%
- Corporate tax: 12.5%
- No wealth tax, no inheritance tax
- From January 1, 2026: applicants no longer need to prove non-tax-residence elsewhere; dual tax residency now permitted [10]
- 183 days/year for tax residency (or 60-day rule under certain conditions)
IT / Digital Nomad
Cyprus does NOT have a dedicated digital nomad visa. However, its non-dom tax regime (0% on dividends for 17 years, 12.5% corporate tax) makes it highly attractive for remote business owners and IT entrepreneurs. The Cyprus IT sector is growing (Limassol, Nicosia). The Pink Slip (temporary residence) + non-dom route is the de facto path for digital nomads.
Yacht / Maritime
Cyprus has one of the largest ship registries in the EU. Competitive tonnage tax for qualifying shipowners. Yacht leasing schemes. Recognized captain licensing. Yacht registration under Cypriot flag available and popular. Major marinas: Limassol Marina, Larnaca Marina. Significant maritime hub.
Notes for RU Citizens
Cyprus is one of the most RU-friendly EU jurisdictions. Limassol has a very large Russian-speaking community (often called "Limassolgrad"). The €300,000 permanent residency route is widely used by Russian nationals. Russian is widely spoken in Limassol. The 2026 non-dom dual tax residency allowed change is particularly beneficial for RU citizens maintaining ties to Russia. Bank account opening for RU passport holders may require enhanced due diligence but is more accessible than most EU states. Non-Schengen status means Cyprus residence doesn't grant Schengen access — a practical limitation.
Country Card
Cyprus is an EU member state with a strong passport but outside Schengen — a separate travel regime. It offers permanent residency by investment from €300,000 (Category F fast-track, ~6-month processing) and a world-class non-domiciled tax regime: 0% on dividends and interest for 17 years. The 8-year citizenship path requires 2,555 days of physical presence. Limassol has one of the EU's largest Russian-speaking expat communities. The island's divided status (Republic of Cyprus controls the Greek-speaking south; Northern Cyprus is Turkish-controlled) creates a unique geopolitical complexity.
Strong points
- Non-domiciled tax regime: 0% tax on dividends and interest for 17 years, 12.5% corporate tax
- Permanent residency from €300,000 with lifetime validity — no renewal needed
- 3,300+ sunshine hours annually — among Europe's sunniest
- Dual tax residency permitted from January 2026 — no need to prove non-residence elsewhere
- English widely spoken; strong expat infrastructure in Limassol
- EU citizenship possible after 8 years with B1 Greek
Known problems
- Not in Schengen — Cyprus residence does not grant Schengen travel access
- No dedicated digital nomad visa; no EU Blue Card implementation
- Greek language proficiency (B1) required for citizenship
- 2,555 days of physical presence required for citizenship — demanding accumulation requirement
- Politically divided island; property purchase in the north carries legal risks
- Previous citizenship-by-investment programme terminated in 2020 after scandal
