Overview
Belarus is an authoritarian state (Freedom House 7/100) whose residence system is employer- and family-driven, with no golden visa or digital-nomad visa. Its one distinctive feature for tech is the High-Tech Park (HTP), whose residents are exempt from most taxes and whose employees pay a reduced 9% income tax (vs 13%). Citizenship requires 7 years of uninterrupted residence and is decided personally by the president; dual citizenship is not permitted.

Per-Program Detail
Permanent residence
- Official name: Вид на жительство (permanent residence permit)
- Conditions: Granted to close relatives of citizens, refugees, and — after 5 years' continuous temporary residence (3 years for highly-qualified workers), or for investments of ≥15,000 base units. Absence of ≤90 days/year preserves continuity.
- Duration / renewal: Permanent.
- Path to citizenship: 7 years uninterrupted residence after permanent status.
- Official source: https://mvd.gov.by
- Community verdict: Works well but discretionary and politically sensitive.
Employment residence
- Official name: Разрешение на временное проживание (temporary residence)
- Conditions: Work permit + employer sponsorship, study, or family grounds; renewable annually.
- Duration / renewal: 1 year, renewable.
- Path to citizenship: leads to permanent residence, then 7-year citizenship clock.
- Official source: https://mvd.gov.by
- Community verdict: Mixed — bureaucratic and subject to state discretion.
HTP
- Official name: Парк высоких технологий (High-Tech Park)
- Conditions: HTP resident companies are exempt from income tax, VAT, and most duties (until 2049); their employees pay 9% personal income tax instead of 13%.
- Duration / renewal: Company regime, not an individual permit.
- Path to citizenship: via standard residence route.
- Official source: https://economy.gov.by/en/pvt-en/
- Community verdict: Works well for IT companies (1,000+ residents, 60,000+ staff), though many firms relocated after 2020–2022.
Citizenship
- Residence requirement: 7 years uninterrupted residence after a permanent residence permit.
- Language: Belarusian or Russian; knowledge of the Constitution.
- Approval: personal decision of the president.
- Dual citizenship: NOT permitted — must renounce prior nationality.
Tax
- Personal income tax: flat 13% (employees); 9% for HTP employees.
- Corporate tax: 20% (HTP residents exempt from most taxes).
- VAT: 20% (10% reduced).
- No wealth or inheritance tax; modest property tax.
IT / Digital Nomad
No digital-nomad visa. The HTP is Belarus's flagship IT regime — a "regulatory sandbox" that once anchored a major software-outsourcing sector (EPAM, Wargaming), with 9% employee tax and company tax exemptions. Post-2020 repression and 2022 sanctions pushed many developers and firms to relocate (notably to poland, georgia, and armenia).
Yacht / Maritime
Landlocked — no coastline or yachting. Not applicable.
Notes for RU citizens
Belarus and Russia have a Union State with mutual recognition of many residence/employment rights; Russian citizens enjoy simplified entry, work, and residence. For non-RU third-country nationals (including many post-2022 RU-speaking relocators), permits are bureaucratic and discretionary. Political risk is the dominant concern: arbitrary detention and exit controls.
Expat and relocator forums report functional but arbitrary bureaucracy, surveillance, and a politically repressive climate (Freedom House 7/100) as the overriding factors. The IT sector's best talent largely left after 2020–2022. Residence is generally pursued only for family or employer ties, not as a lifestyle choice.
Country Card
Belarus is a landlocked Eastern European country of ~9 million with a heavily state-directed economy and an authoritarian government. Its IT sector, anchored by the High-Tech Park's generous tax exemptions and 9% employee tax, was a genuine regional strength before 2020–2022 repression and sanctions prompted a mass exodus of developers. Residence and citizenship are technically possible but discretionary, politicised, and unattractive to most international relocators.
Strong points
- HTP tax regime: company tax exemptions + 9% employee income tax
- 13% flat personal income tax; low cost of living (Numbeo ~30)
- Skilled, low-cost STEM workforce (legacy of HTP)
- Simplified entry/work for Russian citizens (Union State)
- Relatively short 7-year citizenship clock (on paper)
Known problems
- Authoritarian state; Freedom House 7/100 Not Free
- No dual citizenship; presidential discretion over naturalisation
- No golden visa, DN visa, or passive-income residence
- Political repression, surveillance, and arbitrary detention risk
- Sanctions and capital controls; banking restrictions for foreigners
