IT / Digital Nomad

Bulgaria launched its dedicated digital nomad visa in December 2025 — lowest income threshold in EU (~€2,300/mo). Full Schengen since Jan 2025. Low cost of living. Major tech hubs: Sofia, Plovdiv, Varna. Strong IT sector with growing startup scene. The 10% flat tax rate is a major draw for high-earning remote workers who become tax residents.

Yacht / Maritime

Black Sea coastline (Varna, Burgas). Danube River. Yacht registration under Bulgarian flag available. Growing marina infrastructure but not a premier yachting destination.

Notes for RU Citizens

Bulgaria is one of the most RU-friendly EU countries: Cyrillic alphabet, cultural/historical ties, significant Russian-speaking community (especially in coastal areas and Sofia). The Golden Visa fund route (€512,000) is accessible. The new DN visa (€2,300/mo) is also open. Bulgarian language (Slavic) is relatively accessible for Russian speakers. Banking for RU nationals may face enhanced due diligence but is generally more accessible than in Western EU.

Country Card

Bulgaria is an EU member (since 2007) and full Schengen member since January 2025. It offers the EU's joint-lowest income tax (10% flat) and cost of living, with one of the fastest citizenship paths: 5 years of permanent residence. Its Golden Visa fund route (€512,000) grants immediate permanent residence, while a €312,000 property route provides temporary residence. The digital nomad visa launched in December 2025 has the EU's lowest income threshold (~€2,300/month). Bulgarian uses the Cyrillic script — a barrier for Latin-alphabet users but accessible for Russian speakers. The country ranks among the EU's weakest on rule of law (0.56) and Freedom House (77).

Strong points

  • Joint-lowest EU income tax (10% flat) and corporate tax (10%); 5% dividend tax
  • Fastest EU citizenship path: 5 years PR (via Golden Visa fund route)
  • Golden Visa fund route (€512,000) grants immediate permanent residence from day one
  • Digital Nomad visa with EU's lowest income threshold (~€2,300/month)
  • Lowest cost of living in the EU (65% below NYC); Sofia rent among Europe's cheapest
  • Cyrillic script and Slavic language — accessible for Russian/Ukrainian/Belarusian speakers

Known problems

  • Lowest GDP per capita in the EU ($41,520 PPP); lowest average wages
  • Weak rule of law (WJP 0.56, rank 59) and corruption concerns (Freedom House 77)
  • Bulgarian language (Cyrillic alphabet) challenging for non-Slavic speakers; B1 required for citizenship
  • DN visa launched December 2025 — very limited track record; no PR path from DN alone
  • Dual citizenship for naturalized citizens may require renunciation
  • Golden Visa fund route (€512,000) is more expensive than comparable programs
