  • Duration / renewal: Guest Investor Visa valid 6 months → Residence Permit 10 years, renewable for another 10 years. [4]
  • Path to citizenship: 11 years total (3yr TR + 8yr PR) → citizenship by naturalization. Golden Visa counts as TR. Hungarian language required.
  • Official source: https://oif.gov.hu/factsheets/residence-permit-for-guest-investor
  • Community verdict: Mixed — newer program (launched July 2024), valid pathway but citizenship timeline is long (11 years).

Digital Nomad Visa — White Card

  • Official name: Fehér Kártya (White Card)
  • Conditions: Age ≥18. Remote work for employer registered OUTSIDE Hungary (no Hungarian income, no Hungarian company shareholding). €3,000/month net income for preceding 6 months. Health insurance. Accommodation in Hungary (min. 12-month rental). [5]
  • Duration / renewal: 1 year, renewable once only (max 2 years total). [6]
  • Path to citizenship: Does NOT lead to permanent residence. White Card time does NOT count toward citizenship.
  • Official source: https://oif.gov.hu/factsheets/white-card
  • Community verdict: Mixed — limited to 2 years total, no PR path, family not included. Good as a temporary solution.

Highly Skilled Employment — EU Blue Card

  • Official name: Kék Kártya EU
  • Conditions: University degree. Job offer in Hungary. Salary ≥ threshold (set annually).
  • Duration / renewal: Up to 4 years, renewable.
  • Path to citizenship: 3 years → PR → 8 years PR → citizenship (11 years total).
  • Official source: https://oif.gov.hu/factsheets/eu-blue-card
  • Community verdict: Works well — standard EU Blue Card route.

Citizenship

  • Standard naturalization: 11 years total — 3 years temporary residence + 8 years permanent residence [7]
  • Refugees: 3 years residence
  • Stateless persons / children of Hungarian citizens: 5 years
  • Language: Hungarian proficiency (demanding — Finno-Ugric language, unrelated to Indo-European)
  • Constitutional studies exam required
  • Dual citizenship: permitted [8]
  • No citizenship-by-investment program

Tax

  • Flat income tax: 15% (one of EU's lowest)
  • Social contribution: 18.5% (capped)

  • IP income: 50% deduction for qualifying R&D
  • Tax residency: 183 days/year or center of vital interests

IT / Digital Nomad

The White Card (see above) is the dedicated digital nomad route — €3,000/mo net, 1 year renewable once. No path to permanent residence from White Card. Budapest is a thriving tech hub with major companies and a growing startup scene. For long-term IT professionals, the Guest Investor Programme (€250,000) or EU Blue Card are better pathways.

Yacht / Maritime

Not applicable — Hungary is landlocked.

Notes for RU Citizens

The Guest Investor Programme (Golden Visa, €250,000) is formally open to Russian nationals but faces enhanced source-of-funds scrutiny. The White Card (€3,000/mo) is also accessible. Hungarian language is one of Europe's hardest for Russian speakers. Budapest has a small but established Russian-speaking community.

Country Card

Hungary is an EU/Schengen/NATO member in Central Europe, with Budapest as a major tech and expat hub. It offers the Guest Investor Programme (Golden Visa) from €250,000 and the White Card digital nomad permit (€3,000/mo net). Hungary imposes the EU's lowest personal income tax (15% flat) and corporate tax (9%), making it highly tax-competitive. However, its citizenship path is the EU's longest at 11 years, and it is the only EU country designated Partly Free by Freedom House (65/100). Hungarian is a Finno-Ugric language — one of Europe's hardest for outsiders. The rule of law has been under sustained EU scrutiny, with €1 billion in EU funding frozen over rule-of-law breaches.

Strong points

  • EU's lowest flat income tax (15%) and corporate tax (9%)
  • Guest Investor Programme (Golden Visa) from €250,000 — affordable EU investor residence
  • Budapest is a major tech and startup hub with a thriving expat scene
  • Low cost of living (63% below NYC); Budapest rent among EU's cheapest for a capital
  • Dual citizenship permitted
  • Strong passport (186 visa-free destinations)

Known problems

  • Longest citizenship path in the EU: 11 years (3yr TR + 8yr PR)
  • Hungarian language (Finno-Ugric) — extremely difficult for Indo-European speakers
  • Only 'Partly Free' EU country (Freedom House 65/100); rule-of-law index lowest among EU peers (0.51)
  • White Card limited to 2 years total; no path to permanent residence or citizenship
  • €1 billion in EU funding frozen over rule-of-law breaches; political risk for long-term residents
  • Landlocked — no coastline
