Overview

Ukraine is the largest country entirely in Europe, now under martial law since the February 2022 Russian invasion. Its residence system is employment-driven (no golden visa or digital-nomad visa), but its low flat taxes — especially the 5% single tax for IT sole traders (FOP) and the Diia City regime — make it a major destination for foreign and returning IT workers. Citizenship requires 5 years of residence plus a Ukrainian-language and Constitution/history exam. [1]

Per-Program Detail

Permanent residence

  • Official name: Посвідка на постійне проживання (permanent residence permit / immigration permit)
  • Conditions: Issued within an immigration quota; investment of ≥ $100,000 in the Ukrainian economy qualifies, as do highly-qualified specialists and relatives of citizens (Law "On Immigration"). [2]
  • Duration / renewal: Permanent (biometric card issued for 10 years, status indefinite).
  • Path to citizenship: Counts toward the 5-year naturalisation clock.
  • Official source: https://dmsu.gov.ua
  • Community verdict: Works well but quota-limited and administratively slow.

Employment residence

  • Official name: Посвідка на тимчасове проживання (temporary residence permit)
  • Conditions: Work permit + employment contract with a Ukrainian employer; IT specialists can use the Diia City special contract or register as a ФОП (sole trader) to work with foreign clients.
  • Duration / renewal: 1–3 years, renewable.
  • Path to citizenship: 5 years continuous residence (with immigration permit).
  • Official source: https://dmsu.gov.ua
  • Community verdict: Works well — widely used by foreign IT workers; processing slowed by martial law.

Citizenship

  • Residence requirement: 5 years continuous legal residence + immigration permit. [3]
  • Language: Ukrainian (B1); Constitution & history exam (45 questions, mandatory since 2023). [4]
  • Dual citizenship: multiple citizenship legalised in June 2025 (previously nominally single). [5]

Tax

  • Employees: 18% personal income tax + 5% military levy (raised from 1.5% on 1 Jan 2025) ≈ 23% combined. [6]
  • IT ФОП (sole trader, Group 3): 5% single tax on turnover + 1% military levy + fixed social contribution (~UAH 1,900/mo). [7]
  • Diia City IT specialists: 5% PIT + 5% military levy on special-contract remuneration.
  • Corporate: 18% standard (25% for some); VAT 20%.

IT / Digital Nomad

No digital-nomad visa, but Ukraine is a top IT-outsourcing hub (second-largest in Europe pre-war). Remote workers enter via ФОП registration or Diia City employment; Ukraine also runs a "uResidency" (e-Residency) for foreign entrepreneurs to run a ФОП remotely. Martial law means remote work is geographically flexible but infrastructure is under pressure.

Yacht / Maritime

Extensive Black Sea coastline and major ports (Odesa, Mykolaiv, Chornomorsk), but maritime activity is severely curtailed by the war and a Russian naval blockade of export shipping (the Black Sea Grain Initiative remains intermittently suspended). Yacht cruising is effectively non-operational during hostilities.

Notes for RU citizens

Temporary protection applies to Ukrainians, not Russians. Russian nationals face entry restrictions and can hold a temporary residence permit only on limited grounds (family, work with approval). A small IT-driven Russian-speaking community existed pre-2022 but has largely relocated. Ukraine does not generally naturalise Russian citizens during martial law without exceptional grounds.

Community pulse

Foreign IT workers praise the 5% ФОП tax and low cost of living, but the war dominates all relocation decisions: power outages, mobilisation risks, and banking instability are the main deterrents. Processing of permits continues but is slower and less predictable under martial law.

Country Card

Ukraine is a large Eastern European country with rich agricultural and IT sectors, currently fighting a full-scale war following Russia's 2022 invasion. Its flat, low taxes and deep technical talent pool made it Europe's second-largest IT-outsourcing destination. For residents, the attractions are the 5% ФОП single tax, low cost of living, and a relatively short 5-year citizenship path — all now shadowed by war risk, power instability, and a depopulating, mobilisation-era labour market.

Strong points

  • Very low taxes: 5% single tax for IT sole traders; 18%+5% for employees
  • Low cost of living (Numbeo ~30)
  • Large, highly skilled IT workforce and outsourcing ecosystem
  • Short 5-year path to citizenship (with exam)
  • Multiple citizenship legalised (June 2025)

Known problems

  • Full-scale war since 2022: security, power outages, mobilisation risk
  • No golden visa, DN visa, or passive-income residence
  • Wartime restrictions and slower, less predictable permit processing
  • Corruption and weak rule of law (WJP rank 88/142)
  • Economy contracted sharply; salary levels low by EU standards
