Overview

Armenia offers accessible residence permits and a relatively short path to citizenship: currently 3 years of legal residence (though proposed amendments would raise this to 5 years). The country is visa-free for Russian citizens (180 days) and has become a major relocation hub. Passport strength is moderate (~65 visa-free destinations). Armenia is an EAEU member (not EU/EEA). Dual citizenship is permitted. [1] [2]

Per-Program Detail

Employment Residency / Highly Skilled Employment

  • Official name: Temporary residence permit (work-based)
  • Conditions: Employment contract with an Armenian employer. From November 1, 2026 (pushed from original Aug 1, 2026 deadline): a work visa system is introduced; labor market testing for work authorizations is abolished; a quota on foreign workers is introduced. [3] Employer change requires notification within 15 business days. [4] In H1 2026, 10,561 total residence permits were issued — a 59% increase over H1 2025 (8,181 temporary + remainder permanent/special). [5]
  • Duration / renewal: Up to 1 year, renewable.
  • Path to citizenship: 3 years legal residence (current law) or 5 years (proposed amendment). [6]
  • Official source: MFA Armenia — Residency
  • Community verdict: Works well — employment-based residence is the most common route (especially for Russian relocants). Processing times are reasonable.

Startup / Entrepreneur

  • Official name: Temporary residence permit (business-based)
  • Conditions: Registered Individual Entrepreneur (IE) or business entity in Armenia. From November 1, 2026: business-based residence requires either ≥ AMD 2,000,000 investment in company capital/shares/securities, OR registration as IE with ≥ AMD 1,000,000 capital/turnover within 60 days prior to application. [7]
  • Tax: IT sector workers may benefit from special incentives. Flat income tax system. [8]
  • Duration / renewal: Up to 1 year, renewable.
  • Path to citizenship: 3 years (current) / 5 years (proposed).
  • Official source: MFA Armenia — Residency
  • Community verdict: Works well — IE registration is straightforward. Growing IT sector makes this route practical. New thresholds (AMD 2,000,000/1M) are low by international standards.

Student Residency

  • Conditions: Enrollment in an accredited Armenian educational institution.
  • Duration: Duration of studies.
  • Community verdict: Works well.

Family Reunification

  • Conditions: Spouse or minor child of an Armenian resident or citizen.
  • Duration: 1 year, renewable.
  • Community verdict: Works well.

Citizenship

  • Current law: 3 years of legal residence for naturalization. [9]
  • Proposed amendment (Sep 9, 2026): Increase to:
  • 5 years for ordinary foreign citizens (up from 3)
  • 3 years for close relatives of Armenian citizens and refugees
  • 2 years for ethnic Armenians [10]
  • Dual citizenship: Permitted. [11]
  • Language: Armenian language proficiency may be required.
  • CBI proposal (rumor, Aug 2026): Draft government decree under discussion proposing citizenship by investment for foreigners at ≥ $150,000. Not yet adopted; track status. [12]
  • Status of amendment: At public consultation stage on e-draft.am (as of Sep 2026). Proposed fee changes: citizenship application from 50,000 to 250,000 AMD; citizenship renunciation from 150,000 to 1,500,000 AMD. Residence requirements for citizenship: 549 days within 3 years for spouses of citizens; 915 days within 5 years under general procedure. [13]
  • Permanent residence: Available after temporary residence; Permanent residence card valid 5 years. Special residence status (10 years) for ethnic Armenians.

Tax

  • Flat income tax system (progressive elements for high earners).
  • IT sector incentives: Special tax regime for certified IT workers.
  • No capital gains tax on securities traded on the Armenian Stock Exchange for qualifying investors.
  • AEADT (Armenia tax): standard rate 20% corporate.
  • Double taxation treaties: ~45 countries.

IT / Digital Nomad

Armenia does not have a formal digital nomad visa visa. However, the growing IT sector, accessible IE registration, and residence permits based on business activity make it practical for remote workers. The country's tech sector is expanding, and the low cost of living is attractive.

November 1, 2026 reforms (comprehensive): all residence permit applications fully digitalized via new electronic system (migration.e-gov.am and EarlyOne cease). Work visa system introduced; labor market testing abolished; foreign worker quotas introduced; business residence requires AMD 2,000,000 investment or IE with 1M AMD turnover; employer change notification mandatory within 15 business days; absence from Armenia >183 days in rolling 365 days must be notified. [14] [15]

Visa exemption extension (Jul 1, 2026–Jul 1, 2027): nationals of 111 countries holding a valid residence permit from the US, EU, Schengen, UAE, Bahrain, Qatar, Saudi Arabia, Kuwait, or Oman can enter Armenia visa-free for up to 180 days per year.

Yacht / Maritime

Not applicable. Armenia is landlocked.

Notes for RU citizens

Armenia is one of the most popular destinations for Russian relocants. Russian citizens can enter visa-free and stay 180 days. In H1 2026, 6,085 Russians received temporary residence permits based on employment, and 1,233 received permanent residence. No language barrier (Russian is widely spoken). Banking and business registration are accessible. The proposed citizenship law changes (3→5 years) would affect future Russian applicants — existing applications may be processed under current rules if filed before amendments take effect. [16]

Community Pulse

Expats report Armenia as welcoming and affordable. Yerevan has a growing international community. Main concerns: proposed citizenship timeline increase (3→5 years), geopolitical tensions with Azerbaijan, limited visa-free travel with Armenian passport (~65 destinations). The digitalization of residence applications (Nov 2026) is expected to improve processing.

Country Card

Armenia is a landlocked Caucasus country of ~3.1 million, an EAEU member (not EU/EEA) but with a rapidly growing IT sector and a major relocant hub for Russian-speaking professionals. Residence permits are accessible via employment, IE registration, or family ties. The current 3-year path to citizenship (proposed increase to 5 years via Sep 2026 amendment) would still make it among the fastest in the region. Dual citizenship is permitted. The primary trade-off: the Armenian passport is very weak (~33 visa-free destinations), though EAEU membership provides labor-market access to Russia.

Strong points

  • Fast citizenship: 3 years (current) or 5 years (proposed) — fastest in the region
  • Dual citizenship permitted; no renunciation requirement
  • Visa-free entry for Russian citizens (180 days); Russian widely spoken
  • Growing IT sector with special tax incentives for certified workers
  • Very low cost of living; Yerevan has a vibrant international community
  • Straightforward IE registration for residence; low investment thresholds (AMD 1,000,000–2,000,000)

Known problems

  • Extremely weak passport (~33 visa-free destinations); no Schengen access
  • Landlocked; geopolitical tensions with Azerbaijan (Nagorno-Karabakh); border closures with Turkey
  • Citizenship law in flux (3→5 years proposed); uncertainty for applicants
  • Comprehensive immigration reform from Nov 2026 creates transitional complexity
  • Yerevan rents surged post-2022; infrastructure strain from relocant inflow
  • Limited international flight connectivity compared to regional hubs
