Resolution 5477 of 2022 restructured visa categories. Digital nomad visa introduced.

Overview

Colombia's immigration is managed by the Cancillería (Ministry of Foreign Affairs) and Migración Colombia under Resolution 5477 of 2022. The visa system has three tiers: Type V (Visitor — digital nomad, tourism, up to 2 years, no residency clock), Type M (Migrant — work, investment, marriage, up to 3 years, accumulates toward residency), and Type R (Resident — permanent, indefinite). The Colombian passport provides ~130 visa-free destinations. [1]

Per-Program Detail

investment_residency

  • Official name: Type M — Inversionista (Resolución 5477 de 2022)
  • Conditions: Foreign direct investment minimum ~350× Colombian minimum wage, approximately COP 497 million (~USD 120,000 at 2025 rates) in real estate or a Colombian business. [2]
  • Duration / renewal: Type M up to 3 years. Convert to Type R (Resident) after 5 years of accumulated M time.
  • Path to citizenship: 5 years on R visa (standard), 2 years if married to Colombian / have Colombian child, 1 year for LATAM/Caribbean nationals.
  • Official source: https://www.cancilleria.gov.co
  • Community verdict: Mixed (investment amounts are moderate but R conversion takes 5 years of M time; safe-conduct periods break continuity).

passive_income_residency

Not available as a distinct category. Passive income from abroad may qualify via the Rentista route (Type M — Rentista) with proof of regular foreign income, though this category is not formally separated from pension/investment in recent regulations.

digital_nomad_visa

  • Official name: Type V — Nómada Digital (Visa V — Visitante)
  • Conditions: Only for nationals of visa-exempt countries. Minimum monthly income 3× Colombian minimum wage (~COP 4,270,500 / ~USD 1,042/mo). Work must be for foreign employers/clients only. Cannot serve Colombian clients. [3]
  • Duration / renewal: Up to 2 continuous years, renewable. Does NOT accumulate toward permanent residency or citizenship.
  • Path to citizenship: No direct path. Must switch to Type M visa to start the residency clock.
  • Official source: https://www.cancilleria.gov.co
  • Community verdict: Works well for lifestyle (cheap, long duration, no exit trips). Dead-end for citizenship seekers.

highly_skilled_employment

  • Official name: Type M — Trabajador
  • Conditions: Employment contract with a Colombian company. Open work permit on M visa. Professional qualifications may be required. [4]
  • Duration / renewal: Up to 3 years, renewable. Convert to R after 5 years of M time.

  • Community verdict: Works well (standard employment route; Colombian employer sponsorship needed).

startup_entrepreneur

  • Duration / renewal: Up to 3 years → R after 5 years.

employment_residency

  • Duration / renewal: Up to 3 years, renewable.
  • Path to citizenship: 5 years R (standard); reduced periods per nationality/family.

  • Community verdict: Works well.

student_residency

  • Official name: Type V — Estudiante (short courses) / Type M — Estudiante (degree programs)
  • Conditions: Enrollment in a Colombian educational institution. Type V for short courses; Type M for degree programs (counts toward residency).
  • Duration / renewal: Course duration.
  • Path to citizenship: Only Type M student time counts.
  • Official source: https://www.cancilleria.gov.co
  • Community verdict: Works well.

family_reunification

  • Official name: Type M — Cónyuge de Colombiano / Padre de Colombiano
  • Conditions: Marriage to a Colombian citizen (valid up to 3 years). Parent of Colombian-born child. [5]
  • Duration / renewal: Up to 3 years. Convert to R after: 3 years (marriage), 2 years (parent of Colombian child).
  • Path to citizenship: 2 years on R visa (married/parent category).

  • Community verdict: Works well (fastest path to R + citizenship).

retired_residency

  • Official name: Type M — Pensionado
  • Conditions: Lifetime pension ≥ 3× Colombian minimum wage (~USD 1,042/mo). Pension documentation must be apostilled and translated.
  • Duration / renewal: Up to 3 years. Convert to R after 5 years.
  • Path to citizenship: 5 years on R visa (standard).
  • Official source: https://www.cancilleria.gov.co
  • Community verdict: Works well (moderate income threshold; cheap cost of living).

citizenship_by_investment

Not available. No direct CBI program. Investment residency (Type M → R) is the pathway to naturalization after 5 years on the R visa.

Citizenship

  • Standard naturalization: 5 years continuous on a Resident (R) visa under Article 96 of the Constitution. [6]
  • Reduced periods (R visa time): 2 years for Spaniards by birth, spouses/permanent partners of Colombians, parents of Colombian children. 1 year for Latin American and Caribbean nationals by birth.
  • Language requirement: Spanish proficiency + civics exam (Constitution, history, geography). Exempt if holding Colombian high school or university degree, or aged 65+.
  • Processing time: 6–12 months after filing.
  • Dual citizenship: Permitted. Multiple citizenship recognized under 1991 Constitution.
  • Important: Time on V visa (including digital nomad) does NOT count. Only M visa time counts toward R eligibility; only R time counts toward citizenship.

Tax

  • Residency trigger: 183 days in Colombia in any 365-day period, or center of vital interests.
  • Tax system: Worldwide income. Progressive rates 0%–39%. [7]
  • Foreign tax credits: Available under double-taxation treaties.
  • Wealth tax: Applied periodically (currently suspended for most brackets post-2023 reform).

IT / Digital Nomad

  • Digital nomad visa (Type V) is well-structured: up to 2 years, USD ~1,042/mo threshold, visa-exempt nationalities only. Medellín and Bogotá are major nomad hubs with strong coworking infrastructure and affordable living.
  • Major limitation: Type V time does NOT count toward permanent residency or citizenship. Long-term nomads must switch to Type M.

Yacht / Maritime

Not a major yachting hub. Cartagena has marina facilities. No special yacht/captain residency program.

Notes for RU citizens

  • Russian citizens require a tourist visa for Colombia (not visa-exempt). Type V digital nomad visa is NOT available to RU citizens (visa-exempt nationalities only).
  • RU nationals must apply for Type M visas (work, investment, marriage) at a Colombian consulate.
  • Banking: possible with cédula de extranjería; compliance checks may be intensive post-2022.
  • No specific bilateral restrictions targeting Russian applicants.

Community pulse

  • Overall: Colombia is popular among US/European expats for low cost of living and friendly culture. The 3-tier system (V/M/R) is bureaucratic but navigable.
  • Rejection risk: Moderate; safe-conduct periods break residency continuity. Visa lapses reset the clock.
  • Costs: V visa ~USD 393–607 total (govt fees + issuance); M visa ~USD 427–642; R visa ~USD 863.

Country Card

Colombia is South America's third-most populous country, located at the continent's northwestern tip with both Caribbean and Pacific coastlines. Its 3-tier visa system (Type V — Visitor / Type M — Migrant / Type R — Resident) offers clear pathways but requires patience: the digital nomad visa (Type V, up to 2 years) does not count toward residency, and citizenship requires 5 years on the R visa after accumulating M time. Medellín, Bogotá, and the Caribbean coast are major expat and digital-nomad hubs with very low costs of living. Colombia has transformed significantly since the 2016 peace accord, though security concerns persist in some regions.

Strong points

  • Very low cost of living (Numbeo index 22.5) — among the cheapest in Latin America
  • Well-structured digital nomad visa (Type V): $1,042/mo, up to 2 years, straightforward
  • Medellín is one of the world's most famous nomad hubs — strong community, coworking, "eternal spring" climate
  • Caribbean and Pacific coastlines, Amazon rainforest, Andes — exceptional geographic/cultural diversity
  • Friendly, welcoming culture; large English-speaking expat communities in major cities
  • Investment residency threshold is moderate (~$120,000 real estate for Type M)

Known problems

  • Type V (digital nomad) time does NOT count toward permanent residency or citizenship
  • Weak passport (132 visa-free) compared to MERCOSUR peers (Brazil 170, Argentina 170, Chile 176)
  • Safety concerns: petty crime in cities, no-go zones in some rural departments
  • Complex 3-tier system: V → M → R → citizenship can take 10+ years total for non-LATAM nationals
  • Safe-conduct periods and visa lapses break residency continuity — strict rules
  • Russian citizens cannot access the digital nomad visa (visa-exempt only)
