There is NO formal residency-by-investment programme, NO citizenship-by-investment programme, and NO digital nomad visa. However, investors and company directors can obtain work permit exemption and residency. Foreign property ownership is permitted. Tunisia is popular with French and European retirees and has a growing Russian community. [1]

Citizenship

  • Naturalization: 5 years of continuous legal residence + integration (Arabic proficiency, good conduct, self-sufficiency). Requires renunciation of prior citizenship (Tunisia does not recognize dual citizenship for naturalized citizens, though exceptions exist for French and some Arab nationals per bilateral agreements). [5]
  • Marriage: Foreign spouse may apply after 2 years of marriage + residence in Tunisia.
  • Birth: Born in Tunisia to a Tunisian father (or Tunisian mother + foreign father — restricted).

  • Social security: CNSS (mandatory for employees). Voluntary insurance for self-employed. Bilateral agreements with France, Italy, etc.

IT / Digital Nomad

  • No dedicated digital nomad visa.
  • De facto DN scene: Small but growing in Tunis (Sidi Bou Said, La Marsa), Hammamet, and Djerba. Tourist visa (90 days, visa-free for EU, UK, Russia) is the primary mechanism.
  • Startup ecosystem: Tunisia has a notable startup scene — Flat6Labs Tunis, Cogite co-working space, Startup Act label providing tax incentives.
  • Internet: good in coastal cities (fibre, 4G), weaker inland.
  • Cost of living: very affordable — comfortable at $1,000–1,800/mo.
  • Legal status: working remotely for foreign employer on tourist visa is technically not authorized; enforcement is moderate.
  • Offshore regime offers potential structure for remote workers: register export-oriented company, benefit from 10-year corporate tax holiday + VAT exemption.

Yacht / Maritime

  • Mediterranean coastline (~1,300 km) from Bizerte to Djerba.
  • Several marinas: Port Yasmine (Hammamet), Marina Cap Monastir, Port de Plaisance de Sidi Bou Said, Djerba Marina.
  • Tunisia-flag registration available.
  • Popular with French/Italian yachters due to proximity, lower costs.
  • Full-service yacht maintenance in Bizerte.

Notes for RU citizens

  • Visa-free entry for Russian passport holders (90 days, up to 180 days/year). One of the few MENA countries with this for RU.
  • Growing RU community — particularly in Hammamet, Sousse, Djerba, Tunis (Sidi Bou Said). Significant post-2022 growth.
  • Banking: Russian nationals can open accounts with proper documentation. Tunisian banks operate with enhanced KYC but no specific sanctions on RU nationals. EUR/TND is relatively stable.
  • Property ownership: Foreigners can purchase residential property. No specific investment threshold. Property ownership supports residence applications.
  • Direct flights: Moscow–Tunis (Nouvelair, Tunisair — seasonal, limited), Moscow–Monastir (charters). Connections via Istanbul common.
  • Cultural affinity: French widely spoken, Mediterranean lifestyle, moderate Muslim-majority country. Good quality of life, low cost, excellent cuisine.
  • No sanctions: Tunisia maintains neutral stance. Good bilateral relations.
  • Offshore company route: Registering an export-oriented company in Tunisia provides a structure for long-term stay + tax benefits for RU entrepreneurs.

Community pulse

Tunisia is an underrated option for lifestyle-oriented residency seekers. It offers a Mediterranean climate, low cost of living, French-speaking environment, and visa-free access for many nationalities. The formal residency framework has gaps (no investment residency, no DN visa) but practical pathways exist via FIPA-registered investment or company formation. Processing is bureaucratic but functional. For retirees and remote workers, Tunisia offers a genuine quality-of-life proposition at a fraction of European costs.

Country Card

Tunisia is North Africa's smallest country and the only democracy to emerge from the 2011 Arab Spring, though its democratic gains have eroded significantly since 2021. The economy is diversified: agriculture (olive oil), tourism, manufacturing (textiles, automotive components), and a small but notable IT/startup sector. The cost of living is very low, and the Mediterranean coastline attracts European tourists and retirees. Citizenship is legally possible after 5 years of continuous residence, though naturalizations are rare. French is widely spoken. The Startup Act provides incentives for tech entrepreneurs.

Strong points

  • Very low cost of living — one of the most affordable Mediterranean destinations
  • Citizenship legally possible after 5 years; faster than most Arab countries
  • Mediterranean lifestyle: beaches, climate, cuisine, and proximity to Europe (1–2 hour flight)
  • Educated workforce — strong university system, especially in engineering and medicine
  • Startup Act provides incentives for tech entrepreneurs and investors
  • Good tourism infrastructure along the coast (Hammamet, Sousse, Djerba)

Known problems

  • Democratic backsliding: Freedom House declined from 51 (2024) to 44 (2025); Partly Free
  • Economic stagnation — high unemployment (~15%), inflation, and weak growth
  • Weak passport (66 visa-free) — limited mobility compared to EU passports
  • No dedicated digital nomad visa; self-employment residence pathways are underdeveloped
  • Bureaucracy and corruption remain significant obstacles to business
  • Political uncertainty post-2021 constitutional changes; presidential power concentration
