Overview
Morocco offers a welcoming environment for foreign residents but does NOT have a formal residency-by-investment or citizenship-by-investment programme. Residency is obtained through the standard carte de séjour process (renewable residency card). Morocco is increasingly popular with European and Russian expatriates, digital nomads, and retirees, particularly in Marrakech, Tangier, and Casablanca. Personal income tax is progressive up to 38%, but foreign pension recipients can benefit from an 80% abatement. [1]

Per-Program Detail
Residency Process (Carte de Séjour)

- Conditions: Application at local Préfecture or Wilaya (police station). Required documents: valid passport, proof of accommodation (rental contract or property title), proof of income/means of subsistence, health insurance, criminal record check from country of origin, medical certificate. Process is administrative (not investment-based). [2]
- Duration / renewal: 1 year initially, renewable. After 3+ years of continuous residence, may apply for 10-year card.
- Path to citizenship: 5 years of continuous residence (see Citizenship section).
- Official source: Direction Générale de la Sûreté Nationale (DGSN)

- Duration / renewal: 1 year, renewable.

- Official source: https://www.emploi.gov.ma

Student Residency
- Official name: Student Visa → Carte de Séjour — Étudiant

- Duration / renewal: 1 year, renewable.
- Official source: Code Général des Impôts, Article 23

- Naturalization: 5 years of continuous legal residence in Morocco + integration (Arabic or Tamazight language, good conduct, self-sufficiency). Requires renunciation of prior citizenship (Morocco does not recognize dual citizenship for naturalized citizens, though exceptions exist for French-speaking countries with bilateral agreements and for Moroccans by origin). [4]

- No wealth tax.
- Inheritance tax: applies, rates vary by relationship (spouse/children lower).
- Double taxation treaties: ~60 treaties including France, Spain, Russia, UK, most EU states.
- Office des Changes: foreign exchange controls exist; repatriation of sale proceeds requires documentation of foreign-currency funding for original purchase.
IT / Digital Nomad
- No official digital nomad visa. Morocco does not offer a remote-work visa.
- De facto DN scene: Many digital nomads operate on 90-day tourist visa cycles (visa-free for 65+ nationalities, including EU, UK, US, Russia). Popular hubs: Marrakech (co-working spaces), Taghazout (surf/nomad scene), Tangier.
- Legal grey area: Working remotely for a foreign employer while on a tourist visa is technically not authorized; enforcement is lax but risk exists for long-term stays.
- Legitimation options: Register as auto-entrepreneur (CPU) and invoice through Morocco; or obtain standard carte de séjour.
- Internet infrastructure: Good fibre in cities, 4G nationwide, improving 5G. Co-working spaces abundant in Marrakech, Casablanca, Rabat.
- Cost of living: very affordable — comfortable lifestyle at $1,200–2,000/mo.
Yacht / Maritime
- Extensive Atlantic and Mediterranean coastlines.
- Tanger Med — major commercial port, some marina capacity.
- Marina de Tanger, Marina d'Agadir — modest yacht facilities.
- Morocco-flag registration available.
- Convenient location for Atlantic crossing and Mediterranean cruising.
Notes for RU citizens
- Visa-free entry for Russian passport holders (90 days). One of the few visa-free destinations for Russians outside the former USSR.
- Growing RU community — particularly in Marrakech, Tangier, Agadir, Casablanca. Significant post-2022 influx.
- Banking accessible: Russian nationals can open bank accounts with proper documentation. No specific sanctions.
- Property ownership: Foreigners can purchase residential property (except agricultural land). Property ownership does not grant residency but supports application.
- Direct flights: Moscow–Casablanca (Royal Air Maroc), Moscow–Marrakech (seasonal charters). Connections via Istanbul/Dubai.
- Cultural affinity: French widely spoken, Mediterranean lifestyle, Muslim-majority country — comfortable for many Russian expats.
- No sanctions, Morocco maintains neutral stance and strong bilateral relations with Russia.
- EUR/MAD exchange rate volatility is a consideration — EUR income is relatively stable.
Community pulse
Morocco is not a "residency programme" country — it's a lifestyle destination with standard immigration processes. The 80% pension abatement makes it exceptionally attractive for retirees with foreign pensions. The lack of a formal investment residency or digital nomad visa is a gap. Bureaucracy is significant and French/Arabic proficiency is helpful. It remains genuinely welcoming to foreigners.
Country Card
Morocco is a North African kingdom with Atlantic and Mediterranean coastlines, bridging Europe, Africa, and the Arab world. It has the most diversified non-oil economy in North Africa, anchored by agriculture, tourism, automotive manufacturing, and phosphates. The cost of living is very low by European standards, making it popular with French and Spanish expatriates and retirees. Citizenship is attainable after 5 years of continuous residence. Morocco is a constitutional monarchy with an elected parliament, though the King retains extensive executive powers. French is the de facto business language.
Strong points
- Very low cost of living — one of the cheapest destinations in the Mediterranean region
- Citizenship possible after 5 years residence — faster than most Arab countries
- Strategic location: 14 km from Europe (Strait of Gibraltar); strong EU trade links
- Rich cultural heritage: medinas, Atlas Mountains, Sahara, Atlantic beaches
- Political stability compared to neighbours — no Arab Spring regime collapse
- Good infrastructure: high-speed rail (TGV), modern ports (Tanger Med), growing airports
Known problems
- Low wages (median ~$350–500/mo) — limited local earning potential for professionals
- High youth unemployment and brain drain — many educated Moroccans emigrate to Europe
- Bureaucracy is heavy and French-dependent; administrative processes are slow
- Freedom House 37/100 — limited press freedom, restrictions on criticism of the monarchy
- No dedicated digital nomad visa yet — self-employment residence pathways are underdeveloped
- Water scarcity and drought vulnerability in agriculture-dependent regions
