Overview
Algeria has one of the most restrictive residency frameworks in the MENA region. There is NO residency-by-investment programme, NO citizenship-by-investment programme, NO digital nomad visa, and NO retirement visa. Residency is almost exclusively through employment sponsorship or family ties. Property ownership by foreigners is heavily restricted. Algeria maintains strict foreign exchange controls.

Per-Program Detail
Work Permit (APT)
- Official name: Autorisation Provisoire de Travail (APT) + Residence Card
- Conditions: Employer sponsor in Algeria. Wilaya Employment Directorate approval (minimum 15 days processing). Labour market test: employer must demonstrate no qualified Algerian candidate available. APT fee: $60 (free for French/Tunisian nationals). Documents must be in French or Arabic, diplomas authenticated by Algerian consulate.
- Duration / renewal: Up to 2 years (matching contract), renewable.
- Path to citizenship: 7 years continuous residence for naturalization (discretionary — see Citizenship).
- Official source: https://www.mtess.gov.dz
- Community verdict: Bureaucratic, slow, restrictive. Employer-dependent.
Residency Process
- Official name: Carte de Résidence (Residence Card) — DGSN
- Conditions: After entry on work visa: register address within 8 days, medical exam at approved clinic, submit documents to DGSN (police). Permit revoked if holder leaves Algeria for 1 uninterrupted year.
- Duration / renewal: Matches work permit validity (max 2 years).
- Path to citizenship: See below.
- Official source: Direction Générale de la Sûreté Nationale (DGSN)
- Community verdict: Restrictive, bureaucratic.
Student Residency
- Official name: Student Visa
- Conditions: Enrolment at recognized Algerian institution.
- Duration / renewal: Duration of programme.
- Official source: Algerian consular services.
- Community verdict: Functional but limited.
Family Reunification
- Official name: Regroupement Familial
- Conditions: Sponsor must be Algerian citizen or legal resident with adequate accommodation and income.
- Duration / renewal: Tied to sponsor.
- Official source: Ministry of Interior.
- Community verdict: Standard but bureaucratic.
Citizenship
- No citizenship by investment programme.
- Naturalization: 7 years of continuous residence + integration (Arabic proficiency, good conduct, self-sufficiency). Decree by the Minister of Interior — highly discretionary. Algeria does NOT recognize dual citizenship in principle, though enforcement varies.
- Birth: Born in Algeria to an Algerian father or mother (through Algerian father priority; maternal transmission restricted).
- Marriage: Marriage to an Algerian citizen does NOT automatically confer citizenship. May apply after 3 years of marriage + residence.
- Algerian passport: ~50 visa-free destinations. Weak passport.
- In practice, naturalization approvals for non-Arab/non-Muslim foreigners are extremely rare.
Tax
- Progressive income tax (Impôt sur le Revenu Global): 0%–35%.
- 0% up to DZD 240,000
- 20% up to DZD 480,000
- 30% up to DZD 960,000
- 35% above DZD 1,920,000
- Corporate tax: 19%–26% (depending on activity). 10%–15% for productive investment.
- VAT: 19% (standard); 9% (reduced).
- Social security contributions: 26% employer + 9% employee (social insurance, health, pension).
- Foreign exchange controls: Strict. Algerian dinar (DZD) is non-convertible. Capital repatriation restricted. Parallel market rate diverges significantly from official rate.
- No wealth tax.
- Property tax: applies to real estate.
- Double taxation treaties: ~40 treaties including France, Italy, Spain, Russia.
IT / Digital Nomad
- No digital nomad visa. No remote work infrastructure.
- Internet: slow and expensive by regional standards. Fibre limited to major cities. 4G coverage improving but inconsistent.
- Censorship: some restrictions on VoIP services (WhatsApp calling, etc.).
- No co-working ecosystem of note. Algeria is NOT a digital nomad destination.
- For remote workers: tourist visa (visa required, processing 2–4 weeks at Algerian consulate) is the only option. Overstaying risks detention and prosecution.
Yacht / Maritime
- Mediterranean coastline (~1,200 km) with several ports (Algiers, Oran, Annaba, Béjaïa).
- Marina facilities minimal and underdeveloped for leisure yachting.
- Algerian-flag registration available but bureaucratic.
- NOT a yachting destination.
Notes for RU citizens
- Visa required for Russian passport holders — must apply at Algerian consulate (Moscow or third country). Processing: 2–4 weeks. Tourist visa: typically 30 days.
- Very small RU community — primarily oil & gas and construction sector workers. No significant expat community.
- Banking: Extremely difficult. Algerian banking system is largely domestic; international transfers are restricted. Parallel market exchange rate is significantly more favourable than official rate but carries legal risk.
- Property ownership: Foreigners face significant restrictions. Agricultural and strategic land prohibited. Residential property purchase requires government authorization.
- Algeria is NOT a practical residency destination for Russian citizens seeking long-term residence. The only realistic pathway is employer-sponsored work in oil/gas or infrastructure projects.
- No direct flights: connections via Istanbul, Dubai, Paris, or Tunis.
- Algeria-Russia relations are historically strong (Soviet-era alignment), but this does not translate into favourable immigration policy.
Algeria is effectively closed to individual residency seekers. There are no investment, retirement, or remote-work pathways. The work visa process is employer-dependent and bureaucratic. Foreign investment (via ANDI) is possible but separates business presence from personal residency. The non-convertible currency and exchange controls create practical barriers to daily life for foreigners earning in foreign currency. Algeria is not recommended as a residency destination for global mobility purposes.
Country Card
Algeria is Africa's largest country by area and the continent's fourth-largest economy, driven by hydrocarbons (oil and gas). The population of ~47 million is concentrated along the Mediterranean coast. Despite its size and resource wealth, Algeria remains one of the world's most closed economies: strict currency controls, an opaque business environment, and virtually no self-employment pathways for foreigners. Citizenship is technically possible after 7 years of residence but is rarely granted in practice. French is widely spoken in business and education. The dinar is non-convertible, and capital controls are severe.
Strong points
- Very low cost of living — among the cheapest in the Mediterranean and Arab world
- Massive hydrocarbon wealth funds generous state subsidies (fuel, food, housing)
- Large domestic market (~47M population) — the biggest in North Africa
- Mediterranean coastline with significant undeveloped tourist potential
- French widely spoken — accessible to Francophone professionals and businesses
- Relatively stable security situation compared to Libya/Sahel neighbours
Known problems
- Extremely closed economy — non-convertible dinar, strict capital controls, import restrictions
- No remote-work or self-employment visa — one of the least accessible countries for independent foreigners
- Citizenship rarely granted in practice despite 7-year legal pathway
- Heavy bureaucracy and opaque decision-making; widespread corruption
- Freedom House 31/100 — restricted political freedoms, controlled media, weak civil society
- Underdeveloped tourism and services sector — limited expatriate amenities outside Algiers
