Overview

Liberia is an English-speaking West African country on the Atlantic coast, founded in 1847 by freed American settlers. Immigration is governed by the 1973 Aliens and Nationality Law (amended July 2022). There is no digital-nomad visa. Citizenship is uniquely restricted: only "Negroes or persons of Negro descent" qualify by birth or naturalisation, with a short 2-year residence requirement. Dual citizenship has been permitted for Liberians of Negro descent since July 2022. [1]

employment_residency — Work Permit + Resident Permit

  • Official name: Work Permit + Resident Permit
  • Conditions: Employment contract; employer sponsorship; employer must justify hiring a foreigner.
  • Duration / renewal: 1–2 years, renewable, tied to the contract.
  • Path to citizenship: 2 years residence — but only persons of Negro descent are eligible. [2]
  • Official source: https://mofa.gov.lr (Ministry of Foreign Affairs) / Liberia Immigration Service
  • Community verdict: Mixed — English-medium but slow bureaucracy; small expat community in Monrovia.

investment_residency — Investor route

  • Official name: Investor residence (National Investment Commission facilitation)
  • Conditions: Registered investment; National Investment Commission (NIC) facilitates business setup and permits.
  • Duration / renewal: Renewable.
  • Path to citizenship: 2 years (Negro descent only).
  • Official source: https://www.investliberia.gov.lr
  • Community verdict: Mixed — facilitation exists but practical experience varies.

Citizenship

  • Residence requirement: At least 2 years of residency; applicant must be a "Negro or person of Negro descent" (Constitution Art. 27); renunciation of prior nationality required. [3]
  • Language: English (official).
  • Dual citizenship: Permitted for Liberians of Negro descent since the July 2022 amendment; some public offices remain restricted. [4]
  • Passport: ~50 destinations visa-free or on arrival (ECOWAS free movement).

Tax

  • Residence-based; tax resident if ordinarily resident or >183 days.
  • Personal income tax: progressive up to 25%.
  • Corporate tax: 25% standard (higher for some sectors). GST: 10%.
  • Dual-currency (Liberian and US dollar) economy.

IT / Digital Nomad

No digital-nomad visa. Monrovia has a small tech scene and improving mobile internet. Remote workers generally need an employer or investor route. English is an advantage; infrastructure (power, connectivity) remains a constraint.

Yacht / Maritime

Atlantic coastline (~579 km) with the Port of Monrovia. Liberia runs one of the world's largest ship registries (Liberian flag) — a major maritime-registration hub, though leisure-yacht facilities are limited.

Notes for RU citizens

Visa required. Liberia maintains neutral relations with Russia. English is the working language. Small expat community. Note the citizenship restriction to persons of Negro descent — effectively unavailable to most Russians; residence-only is the realistic option.

Community pulse

Limited English-language expat forum data. The expat presence is small, concentrated in Monrovia (mining, NGOs, UN). No significant digital-nomad base. The Negro-descent citizenship restriction is a defining, frequently noted limitation.

Country Card

Liberia is an English-speaking West African country on the Atlantic coast, Africa's oldest republic. Its economy is driven by iron ore, rubber and its flagship maritime ship registry. Immigration is employment- and investment-led. Citizenship is constitutionally restricted to persons of Negro descent with a short 2-year residence requirement; dual citizenship has been permitted for Liberians of Negro descent since 2022.

Strong points

  • English is the official language
  • Very short 2-year residence requirement (for eligible applicants)
  • Dual citizenship permitted (2022) for Liberians of Negro descent
  • World-leading maritime ship registry
  • Two decades of peace since 2003 (FH 64/100 — best in the group)

Known problems

  • Citizenship restricted to "Negroes or persons of Negro descent"
  • No digital-nomad or passive-income visa
  • Weak infrastructure — power and roads
  • Low median incomes and high poverty
  • Limited banking and financial services
