Overview

Côte d'Ivoire (Ivory Coast) is Francophone West Africa's largest economy and a regional hub for finance, infrastructure, and international business. The immigration system requires a Work Visa through the Agence Emploi Jeunes (AEJ) and a Residence Card through the Office National d'Identification (ONI). Foreign investors benefit from the Investment Code (Ordinance No. 646 of 2018) which facilitates work and residence visas. There is no dedicated digital nomad visa or retirement visa. Citizenship requires 5 years residence. Dual citizenship is not permitted for naturalised citizens. [1]

Per-Program Detail

employment_residency — Work Visa + Residence Card

  • Official name: Visa de Travail (Work Visa) + Carte de Résident (Residence Card)
  • Conditions: Employment contract (CDD: fixed-term, up to 24 months; CDI: permanent, long-term visa). Job must be advertised to Ivorians for 1 month before foreign hire. Employer may need to lodge security deposit (up to 1 year's salary). Diplomas, certificates, CV. Criminal record. Medical exam at Ivorian hospital. Residence card. Proof of salary (pay slip for renewals). Tax declaration (DFE) and Commercial Register extract. [8]
  • Duration: 1 year (renewable). CDI contracts qualify for long-term visa. [9]
  • Path to citizenship: 5 years continuous lawful residence.
  • Official source: https://www.emploi-jeunes.ci (AEJ); https://www.oni.ci (ONI)
  • Community verdict: Mixed — established procedures but bureaucracy can be slow. French language fluency is essential. Abidjan has a significant expat community (ECOWAS, UN, banks, multinationals).

investment_residency — Investor Route (Investment Code)

  • Official name: Work and Residence Visas under Investment Code (Ordinance No. 646 of 2018)
  • Conditions: Investment in qualifying sector. The investment promotion agency (CEPICI) facilitates work/residence visas for company directors, shareholders, and personnel on mission. [10]
  • Duration: 1 year, renewable.
  • Path to citizenship: 5 years.
  • Official source: https://www.cepici.gouv.ci
  • Community verdict: Mixed — investment facilitation exists but practical experience varies.

Citizenship

  • Naturalisation: 5 years of continuous residence. [11]
  • Language: French (official).
  • Dual citizenship: Generally NOT permitted for naturalised citizens. Côte d'Ivoire does not recognise dual nationality. [12]
  • Passport: visa-free to ~55 destinations. ECOWAS free movement. Stronger than many West African passports.
  • Honest assessment: The 5-year timeline is relatively short by African standards, but the prohibition on dual citizenship is a significant deterrent.

Tax

  • Residence-based taxation. Tax resident if >183 days or centre of economic interests in CI.
  • Personal income tax: progressive 1.5%–36% (top rate on XOF 155,000,000+/yr). Lower rates compared to Senegal.
  • Corporate tax: 25% standard.
  • VAT: 18%.
  • Payroll taxes: employer social contributions (CNPS) ~18–23%.

IT / Digital Nomad

No dedicated DN visa. Abidjan is a major West African business hub with a growing tech scene. Internet: 4G/LTE (Orange, MTN, Moov), fibre in Plateau/Cocody. Co-working spaces emerging. Cost of living: moderate-high in expat areas. Remote workers typically enter on 90-day tourist visas or find employer sponsorship. French proficiency is critical.

Yacht / Maritime

Côte d'Ivoire has an Atlantic coastline (Abidjan, San-Pédro). The Port Autonome d'Abidjan is one of West Africa's busiest. Limited yacht infrastructure. Not a major yachting destination.

Notes for RU citizens

Visa required (e-visa or embassy). French is the working language. Abidjan has a small international community. Côte d'Ivoire maintains neutral relations with Russia. Banking: functional within the CFA franc zone. Currency stability via EUR peg (CFA franc).

Country Card

Côte d'Ivoire is Francophone West Africa's largest economy and a regional hub for finance, infrastructure, and international business. Abidjan is a modern city with a significant expat community (ECOWAS, UN, banks, multinationals). The immigration system requires a Work Visa via Agence Emploi Jeunes (AEJ) and a Carte de Résident via ONI. The Investment Code facilitates investor permits. Citizenship requires only 5 years of residence — among Africa's shortest. However, dual citizenship is not permitted for naturalised citizens.

Strong points

  • West Africa's largest economy; Abidjan is a modern financial and business hub
  • Short citizenship timeline — 5 years continuous residence (one of Africa's shortest)
  • Investment Code (2018) facilitates work/residence visas for foreign investors
  • CFA franc zone provides currency stability (pegged to EUR)
  • Established expat infrastructure with international schools, hospitals, and housing
  • Relatively developed road infrastructure and one of West Africa's busiest ports

Known problems

  • No digital nomad visa; remote workers need employer sponsorship or investor route
  • French fluency is critical — the entire administration operates in French
  • Dual citizenship is NOT permitted for naturalised citizens — a major deterrent
  • Security deposit (up to 1 year salary) may be required for work permits
  • Labour market test: jobs must be advertised to Ivorians for 1 month before foreign hire
  • Freedom House 49/100 (Partly Free); political stability has improved but risks remain
