Overview

Benin is a Francophone West African country on the Gulf of Guinea, historically the seat of the Dahomey kingdom and the Vodun tradition. Immigration is governed by the Nationality Code and the Foreigners' regime. There is no digital-nomad visa. Citizenship by naturalisation requires 10 years of residence (5 if married to a Beninese). Dual nationality is permitted with authorisation. Benin is also pioneering citizenship-by-recognition for Afro-descendants. [1]

Per-Program Detail

employment_residency — Work Permit + Residence Card

  • Official name: Autorisation de Travail (Work Permit) + Carte de Séjour
  • Conditions: Employment contract; employer sponsorship; employer must justify hiring a foreigner.
  • Duration / renewal: 1–2 years, renewable, tied to the contract.
  • Path to citizenship: 10 years residence (5 if married to a Beninese citizen). [2]
  • Official source: https://www.gouv.bj (Direction de l'Émigration et de l'Immigration)
  • Community verdict: Mixed — French essential; small expat community in Cotonou (ECOWAS, NGOs, banks).

investment_residency — Investor route

  • Official name: Investor residence via APIEx (Agence de Promotion des Investissements et des Exportations)
  • Conditions: Registered investment; APIEx facilitates business setup and residence.
  • Duration / renewal: Renewable.
  • Path to citizenship: 10 years (5 if married).
  • Official source: https://apiex.bj
  • Community verdict: Mixed — facilitation exists but practical experience varies.

Citizenship

  • Residence requirement: 10 years lawful residence for naturalisation; 5 years if married to a Beninese citizen. [3]
  • Language: French (official); no formal test widely published.
  • Dual citizenship: Permitted, subject to authorisation for additional nationality. [4]
  • Afro-descendant recognition: 2024/25 law grants nationality to descendants of enslaved people (e.g. US singer Ciara among first recipients). [5]
  • Passport: ~59 destinations visa-free or on arrival (ECOWAS free movement).

Tax

  • Residence-based; tax resident if >183 days or centre of economic interests.
  • Personal income tax: progressive up to 35%.
  • Corporate tax: 30% standard. VAT: 18%.
  • CFA franc (XOF) pegged to EUR — currency stability.

IT / Digital Nomad

No digital-nomad visa. Cotonou has a small tech scene and 4G/LTE; several coworking spaces emerging. Remote workers generally need employer sponsorship or an investor route. French is critical.

Yacht / Maritime

Gulf of Guinea coastline (~121 km) with the Port of Cotonou. Limited leisure-yacht infrastructure; not a yachting destination.

Notes for RU citizens

Visa required (e-visa available). Benin maintains neutral relations with Russia. French is the working language. Small expat community. CFA franc zone provides EUR-pegged currency stability; banking functional within the zone.

Community pulse

Limited English-language expat forum data. The expat presence is small, concentrated in Cotonou (ECOWAS institutions, NGOs, banks). No significant digital-nomad base. The Afro-descendant citizenship-by-recognition route is attracting diaspora interest.

Country Card

Benin is a Francophone West African country on the Gulf of Guinea, cradle of the Dahomey kingdom and the Vodun religion. Its economy is centred on Cotonou's port and cotton. Immigration is employment- and investment-led. Citizenship requires 10 years of residence (5 if married), dual nationality is permitted, and Benin's Afro-descendant citizenship-by-recognition law is a distinctive global feature.

Strong points

  • Dual citizenship permitted (with authorisation)
  • Afro-descendant citizenship-by-recognition (diaspora route)
  • CFA franc peg to EUR — currency stability
  • ECOWAS free movement and one of the better regional rule-of-law scores (WJP 93/142)
  • Relatively stable multiparty politics (FH 60/100)

Known problems

  • 10-year path to citizenship for most (5 only if married)
  • No digital-nomad or passive-income visa
  • French language effectively mandatory
  • Low median incomes and small consumer market
  • Limited infrastructure and leisure-yacht facilities
