Overview

Hong Kong is a Special Administrative Region of China with its own immigration system run by the Immigration Department. It runs one of the most business-friendly residence regimes in Asia: the Top Talent Pass Scheme (TTPS), General Employment Policy (GEP), Quality Migrant Admission Scheme (QMAS), and the relaunched Capital Investment Entrant Scheme (CIES). After 7 years of continuous ordinary residence, a foreigner gains permanent residence (Right of Abode). Note: the HKSAR passport requires Chinese nationality, which foreigners cannot realistically obtain — so PR is the practical end state, not naturalization. [1]

citizenship_by_investment

Not available.

Citizenship

  • Permanent residence: Right of Abode after 7 years of continuous ordinary residence (any lawful stay counts). [4]
  • HKSAR passport: Only for Chinese nationals who are HK PRs. Foreigners cannot naturalize as Chinese/HKSAR citizens in practice.
  • Dual citizenship: China does not recognize dual nationality.
  • Key point: HK residence does NOT lead to a second passport for non-Chinese — PR is the terminal status.

Tax

  • Salaries tax: Progressive 2%–17%, capped at 15% standard rate on net chargeable income. [5]
  • Territorial system: Only Hong Kong-sourced income taxed; no tax on foreign income, no capital gains tax, no VAT/GST.
  • Profits tax: 8.25%/16.5% (two-tier). No inheritance tax.

IT / Digital Nomad

No dedicated digital-nomad visa, but TTPS Category A (HK$2,500,000 income) and C (recent top-uni grads) effectively serve remote-capable tech talent. The territorial tax system (no tax on offshore income) makes HK highly attractive to remote entrepreneurs. Major fintech/startup scene (Cyberport, Science Park).

Yacht / Maritime

Major international port and one of the world's busiest container ports. Deep-water anchorage, typhoon shelters, and marinas (Royal HK Yacht Club, Discovery Bay, Gold Coast). Popular stopover for cruising yachts; foreign-flagged vessels welcome.

Notes for RU Citizens

HK is a major relocation hub for Russian professionals and entrepreneurs; banking and company formation are accessible (subject to enhanced compliance/sanctions screening). TTPS and CIES are the main routes. Chinese nationality/renunciation questions do not arise for PR.

Community Pulse

HK's talent schemes are widely seen as efficient and predictable. TTPS extension rules (must be employed by renewal) are the main friction point. CIES relaunch (2024) restored an investment path but at HK$30,000,000. PR at 7 years is the widely-understood target.

Country Card

Hong Kong is a densely built global financial centre and free port on China's south coast, governed as a Special Administrative Region under "one country, two systems." It combines a common-law legal system, very low and territorial taxation, and a large international workforce — making it a premier destination for finance and tech professionals and entrepreneurs, with PR attainable after 7 years.

Strong points

  • Territorial tax: 0% on foreign income, max 15% on salaries, no capital gains or VAT
  • Efficient, well-run talent schemes (TTPS, QMAS, GEP)
  • Strong rule of law and independent judiciary (WJP rank 23)
  • World-class finance, logistics and startup infrastructure
  • PR (Right of Abode) after just 7 years

Known problems

  • Extremely high cost of living and housing (Numbeo index ~70)
  • Civil-liberties erosion since 2020 (Freedom House 40, down from 61 in 2017)
  • No path to a second passport for non-Chinese residents
  • Tight housing supply and small living spaces
  • TTPS extension requires actual employment or a business
