Overview
China's immigration system is run by the National Immigration Administration (NIA) under the Ministry of Public Security. Foreigners enter on visa categories (Z work, X study, Q/S family, M business, R talent) and may obtain a residence permit. Permanent residence ("green card", 外国人永久居留身份证) exists but is among the hardest to obtain globally — issued only in a few thousand cases per year. Naturalization as a Chinese citizen is legally possible but practically almost never granted, and dual citizenship is not recognized. [1]

Per-Program Detail
investment_residency
No fixed-threshold golden visa. PR may be granted to investors who "made direct and stable investments in China, with good tax payment records for three consecutive years" — purely discretionary, no published minimum. [2]
highly_skilled_employment
- Official name: 外国高端人才 (Category A work permit) / R visa
- Conditions: Recognized high-level talent (Points-based system ≥85 pts; or senior position with salary ≥4× regional average; or PhD/scientific achievement).
- Duration / renewal: R visa (5–10 yr, multiple entry); work permit 1–5 yr.
- Path to citizenship: No practical naturalization path.
- Official source: https://www.mohrss.gov.cn/
- Community verdict: Works well for genuinely senior hires; most applicants fall into Category B (standard).
employment_residency
- Official name: Z visa (工作签证) + Foreigner's Work Permit
- Conditions: Job offer from Chinese employer; Bachelor's degree + 2 years relevant work experience (or higher salary/points). [3]
- Duration / renewal: Z visa 90 days → residence permit 1–5 yr, renewable.
- Path to citizenship: None practical.
- Official source: https://en.nia.gov.cn/
- Community verdict: Mixed — quota and points systems tightened in recent years; English-teaching and senior-tech roles are the main on-ramps.
student_residency
- Official name: X1 (long-term) / X2 (short-term) visa
- Conditions: Admission letter + JW202 form from accredited institution.
- Duration / renewal: X1 → residence permit for course duration, annual renewal.
- Path to citizenship: Time does not practically count toward naturalization.
- Official source: https://us.china-embassy.gov.cn/eng/lsfw/zj/notice/202509/t20250920_11712385.htm
- Community verdict: Works well (standard route).
family_reunification
- Official name: Q (family of Chinese citizens) / S (family of foreign residents) visa
- Conditions: Marriage to Chinese citizen or family tie to PR/resident holder.
- Duration / renewal: Q1/S1 long-stay → residence permit.
- Official source: https://en.nia.gov.cn/
- Community verdict: Works well for genuine family ties.
citizenship_by_investment
Not available.
Citizenship
- Naturalization: Legally permitted but practically closed to ordinary applicants — no published residence-year path, discretionary, requires renunciation of existing citizenship (dual citizenship not recognized). [4]
- Permanent residence: Available via work (talent, 3–4 yrs continuous + tax records), investment, family, or outstanding contribution. Card is valid 5–10 years.
- Dual citizenship: Not recognized.
Tax
- Individual income tax: Progressive 3%–45% on comprehensive income; residents taxed on worldwide income; non-residents on China-source income. [5]
- Tax residency: 183 days or domicile.
- No special nomad regime; foreign workers often benefit from allowances (housing, meals) deducted pre-tax.
IT / Digital Nomad
No dedicated digital-nomad or remote-work visa. Remote workers for foreign employers generally cannot legally reside long-term on a tourist (L) visa; the Z visa + work permit requires a Chinese employer. Practical remote-work residence is via employment at a Chinese company (often a PEO) or family ties.
Yacht / Maritime
Extensive coastline (Yellow Sea, East China Sea, South China Sea). Major ports: Shanghai, Shenzhen, Ningbo, Qingdao. Foreign-flagged yachts face significant restrictions; coastal cruising is tightly regulated. Not a mainstream foreign yachting destination.
Notes for RU Citizens
Visa required for Russian passport holders; no visa-free entry. Work and study visas are the standard routes. Banking (opening accounts) and residence registration are possible but bureaucratically heavy. Consulates in Russia operate normally. Sanctions-related banking friction for RU-linked businesses.
Community Pulse
China is rarely a target for independent relocants or digital nomads because there is no self-sponsored residence route — everything routes through an employer, university, or family. The green card remains a prestige item, not a mainstream program. Main expat hubs: Shanghai, Beijing, Shenzhen.
Country Card
China is the world's most populous country and second-largest economy, a manufacturing and technology superpower with a vast internal market. For foreigners it is primarily a career destination (work/study), not a lifestyle-relocation or second-citizenship market: residence is employer- or family-sponsored, and both permanent residence and naturalization are extremely restrictive.
Strong points
- Enormous professional and business opportunity (Shanghai, Shenzhen, Beijing tech ecosystems)
- Low-to-moderate cost of living outside tier-1 cities
- Excellent high-speed rail and modern urban infrastructure
- Visa-free entry recently expanded for many nationalities (short stays)
- Stable, safe cities with low street crime
Known problems
- No self-sponsored residence route (no golden visa, no DN visa, no retirement visa)
- Permanent residence and naturalization are among the hardest to obtain globally
- Dual citizenship not recognized; no renunciation-free path
- Internet/censorship constraints for remote work and foreign services
- Heavy bureaucratic compliance for residence permits and tax
