Finland offers a start-up entrepreneur residence permit, an EU Blue Card, and standard work routes. No dedicated digital nomad visa or golden visa. Permanent residency after 4 years of continuous residence (A permit). Citizenship requires 5 years of residence + language test. [1]

Per-Program Detail

Highly Skilled Employment

  • EU Blue Card / Specialist residence permit — for highly qualified workers
  • EU Blue Card: higher education degree (3+ years); job offer from Finnish employer; salary ≥€4,200/month (2026); employment contract ≥1 year. [2]
  • Specialist: for ICT professionals and other specialists under the Intra-Corporate Transfer Directive or national rules. Salary ≥€3,000/month; higher education or specialised knowledge required. [3]
  • D visa: allows entry while residence permit application is being processed for specialists and start-up entrepreneurs (fast-track).
  • Duration: contract duration, max 4 years (Blue Card)
  • Path to permanent residency: 4 years continuous residence (A permit) + no interruptions >6 months
  • Path to citizenship: 5 years of residence
  • Official source: [4]
  • Community verdict: Works well; competitive salary thresholds for the Nordics

Startup Entrepreneur

  • Start-up entrepreneur residence permit — for founders of innovative growth companies
  • Conditions: innovative business idea; Business Finland eligibility statement (Business Finland — the government innovation agency — evaluates the business model, team, and growth potential; this is the key filter); registered Finnish company or intention to register; sufficient financial resources (no published minimum — guideline ~€12,000/year for living expenses); the business must be the primary source of income within 2 years. [5]
  • Duration: 2 years initial, renewable for up to 4 years (then apply for extended permit)
  • Path to permanent residency: 4 years (A permit)
  • Path to citizenship: 5 years
  • Official source: [6]
  • Community verdict: Works well — Business Finland gatekeeping ensures quality but also adds a hurdle; Helsinki startup ecosystem is growing

Employment Residency

  • Employed person residence permit (TTOL) — standard employment route
  • Conditions: job offer from Finnish employer; salary ≥ collective agreement or ≥€1,430/month if no agreement applies; labour market test: TE Office (employment office) must confirm that no suitable EU/EEA worker is available (partial decision — employer applies). Exemptions: specialists, shortage occupations, seasonal workers (separate scheme). [7]
  • Duration: duration of contract
  • Renewal: for extended permits, only the economic viability of the employer is checked (no labour market test for renewal in the same profession)
  • Official source: [8]
  • Community verdict: Works well; TE Office decision can cause delays

Student Residency

  • Student residence permit — for non-EU students
  • Conditions: acceptance at Finnish university/UAS; proof of €6,720/year in funds (€560/month); tuition for non-EU: €4,000–18,000/year (varies by university/programme); health insurance. [9]
  • Duration: duration of studies (A permit — continuous; can be granted for full degree duration)
  • Post-graduation: 2-year job-seeking permit
  • Path to citizenship: student time on A permit counts at full value for citizenship
  • Official source: [10]
  • Community verdict: Works well; moderate tuition by European standards; strong education system

Family Reunification

  • Family reunification — for nuclear family of legal residents
  • Conditions: sponsor holds valid permit; sufficient income to support family (no fixed amount — assessed case by case; guideline net income ≥€1,200–1,700/month for a couple depending on municipality and housing costs); adequate housing. [11]
  • Duration: tied to sponsor's permit (usually A permit)
  • Path to citizenship: 5 years (independent application)
  • Official source: [12]
  • Community verdict: Works well; reasonable income requirements

Citizenship

  • Standard: 5 years of continuous residence (A permit) or 7 years of total residence within the last 15 years (including B permits)
  • Language: Finnish OR Swedish at level B1 (YKI test — Yleinen kielitutkinto, intermediate level 3)
  • Integrity: no criminal record; no significant unpaid debts or taxes
  • Self-sufficiency: must demonstrate means of support (employment, business, or sufficient assets)
  • Dual citizenship: permitted since 2003
  • Application: via Enter Finland portal; fee €690 (online) or €870 (paper); processing ~6–24 months
  • EU passport: yes [13]

Tax

  • Progressive income tax: national tax 12.64%–44% + municipal tax ~19–23.5% (varies by municipality) + church tax ~1–2% (optional). Effective total on high incomes: ~55–57%.
  • Foreign expert tax regime: foreign key employees and researchers can benefit from a 32% flat tax rate on earned income for up to 7 years. Conditions: recruited from abroad; salary ≥€5,800/month; special expertise; not a Finnish citizen or resident in prior 5 years. [14]
  • Corporate tax: 20%.
  • VAT: 25.5% standard.
  • No wealth tax (abolished 2006).
  • Municipal tax: Helsinki ~18.5% (one of the lowest in Finland).

IT / Digital Nomad

No dedicated digital nomad visa visa. Finland is unique in the Nordics: remote work for a foreign employer with NO Finnish clients is possible without a residence permit for up to 90 days in any 180-day period (visa-free nationals; visa nationals need a visa but no residence permit). For longer stays:

  • Specialist permit (ICT professionals, salary ≥€3,000/mo)
  • Start-up entrepreneur (for own business)
  • Helsinki, Espoo (Otaniemi), and Tampere are major tech hubs. Strong gaming (Supercell, Rovio) and deep tech scenes.

Yacht / Maritime

Finland has the world's largest archipelago (Archipelago Sea, 40,000+ islands). Yacht registration under Finnish flag available. Major yachting hubs: Helsinki (Valkosaari), Turku, Mariehamn (Åland Islands). Strong maritime industry and sailing tradition.

Notes for RU citizens

Finland fully closed its land border with Russia in late 2023 (remaining closed as of 2026). Visa processing severely restricted. Residence permit applications possible via third-country consulates but face enhanced scrutiny. Finland has a historical Russian-speaking minority (~1.5% of population) and proximity to St Petersburg, but current political climate is hostile to new Russian immigration. The start-up route is accessible in principle but the Business Finland eligibility statement adds a gate.

Country Card

Finland is a stable Nordic EU member known for its world-class education system, high trust in public institutions, and strong technology sector built on the legacy of Nokia and the rise of gaming giants like Supercell. Its immigration system is relatively accessible: a 5-year citizenship path is among the shortest in the Nordics, and the start-up entrepreneur route backed by Business Finland is a credible entry point for founders. Finland is unique in allowing short-term remote work (up to 90 days) without a residence permit, though no full digital nomad visa exists. The country offers a high quality of life balanced by a cold climate and a difficult language.

Strong points

  • Shortest citizenship path in the Nordics (5 years continuous A permit)
  • 32% flat expert tax for foreign key employees and researchers (up to 7 years)
  • Start-up entrepreneur permit with Business Finland endorsement — credible pathway for founders
  • World-class education system and high social trust
  • Unique 90-day remote-work allowance without residence permit for non-Finnish clients
  • Dual citizenship permitted since 2003

Known problems

  • High personal tax burden (effective rates ~55–57% on high incomes)
  • No digital nomad, passive-income, or golden visa routes for long-term residence
  • Finnish language is exceptionally difficult (B1 required for citizenship)
  • Cold, dark winters with limited daylight (~1,780 sunshine hours in Helsinki)
  • Land border with Russia fully closed since 2023; visa processing for Russians severely restricted
  • Small population and limited job market outside Helsinki/Tampere/Turku
