Overview

Denmark is an EU/Schengen member with a strong passport and a high-wage economy. Immigration is managed by SIRI (Danish Agency for International Recruitment and Integration). Denmark has one of Europe's most restrictive immigration systems. No golden visa or passive-income route exists. The Start-up Denmark scheme (75 slots/year) is the entrepreneur entry point. Permanent residency requires 8 years (4 years if meeting all supplementary conditions). Citizenship: 9 years of residence + language + citizenship test. [1]

Per-Program Detail

Highly Skilled Employment

  • Multiple schemes administered by SIRI:
  1. Pay Limit Scheme: salary ≥DKK 487,000/year (~€65,300) in 2026. No education/occupation restrictions — purely salary-based.
  2. Fast-Track Scheme: for employees of SIRI-certified companies. Reduced processing time (~1 month). Same salary/education requirements depend on track (Pay Limit, Researcher, Short-Term, Supplementary). [2]
  3. Researcher: research position at university/research institution; salary ≥ applicable collective agreement.
  4. EU Blue Card: Denmark implements EU Blue Card Directive with higher salary thresholds than EU minimum.
  • Duration: up to 4 years (Pay Limit); tied to contract for other schemes
  • Path to permanent residency: 8 years (4 years with supplementary conditions)
  • Official source: [3]
  • Community verdict: Works well for high earners; Fast-Track is efficient for certified-company employees

Startup Entrepreneur

  • Start-up Denmark — for non-EU entrepreneurs with an innovative business idea
  • Conditions: business plan evaluated and approved by the Danish Business Authority's panel of experts (innovation, growth potential, viability); full or partial ownership of the company; sufficient funds to support yourself (no public benefits allowed); max 75 permits ISSUED per calendar year. [4]
  • Duration: 2 years initial, renewable 3 years
  • Path to permanent residency: 8 years (4 years with supplementary conditions)
  • Path to citizenship: 9 years legal residence
  • Official source: [5]
  • Community verdict: Mixed — 75 slots/year is extremely competitive; strong business idea filter

Employment Residency

  • Positive List: for occupations on Denmark's shortage list (IT, engineering, healthcare, certain sciences). Education must match the occupation.
  • Pay Limit Scheme: any occupation if salary ≥DKK 487,000/year (~€65,300)
  • Labour market test: none for Positive List or Pay Limit; standard salaried worker route (outside these) requires a test
  • Conditions: job offer; salary ≥Danish standards; clean criminal record [6]
  • Duration: up to 4 years (Positive List/Pay Limit)
  • Official source: [7]
  • Community verdict: Works well for qualified professionals; restrictive for lower-paid work

Student Residency

  • Student residence — for non-EU students
  • Conditions: enrolment in a recognised Danish educational programme; proof of sufficient funds (~DKK 75,000/year for living costs + tuition); tuition for non-EU ranges from DKK 45,000/year (EU/EEA students free). [8]
  • Duration: duration of programme + 6-month job search
  • Path to citizenship: student years count toward residence requirement
  • Official source: [9]
  • Community verdict: Works well; high tuition for non-EU but quality education

Family Reunification

  • Family reunification — one of Europe's strictest
  • Conditions: both spouses ≥24 years old ("24-year rule"); sponsor must post bank guarantee ~DKK 110,000 (~€14,750) to cover potential public expenses; income ≥ applicable rate (~DKK 250,000/year); adequate housing (own/rent ≥20m²); totality of ties to Denmark must be greater than to any other country. [10]
  • Duration: tied to sponsor (first permit typically 1 year, then 2–4 year renewals)
  • Path to citizenship: 9 years
  • Official source: [11]
  • Community verdict: Problematic — very restrictive; bank guarantee and "ties requirement" are major barriers

Citizenship

  • Standard: 9 years of uninterrupted legal residence (8 years for refugees/stateless persons; 6 years for Nordic citizens)
  • Language: Danish language test (Prøve i Dansk 3 or equivalent)
  • Citizenship test: yes — knowledge of Danish society, culture, and history (Indfødsretsprøve)
  • Good conduct: serious criminal offences bar naturalisation; debt to public authorities must be cleared
  • Dual citizenship: permitted since 2015
  • Self-sufficiency: must not have received certain public benefits in the last 5 years (and 2.5 of last 5 years)
  • Application: via Ministry of Immigration and Integration; processing ~12–18 months
  • EU passport: yes [12]

Tax

  • Progressive income tax: ~38%–55% (depending on municipality and church tax). Includes 8% labour market contribution (AM-bidrag).
  • Tax scheme for researchers/highly-paid employees: 27% flat tax (32.84% with AM-bidrag) for up to 7 years (84 months). Requirements: salary ≥DKK 78,000/month (2026); recruited from abroad; not resident in Denmark in prior 10 years (for researchers) or 5 years (for high-paid). [13]
  • Corporate tax: 22%.
  • VAT: 25% (one of the highest in the EU).
  • No wealth tax.
  • Municipal tax: varies (22.5%–27.8%).

IT / Digital Nomad

No dedicated digital nomad visa visa. Denmark is actively hostile to remote-work-based residence: remote work for foreign employers does NOT qualify for a work permit. IT professionals use:

  • Pay Limit Scheme (salary ≥DKK 487,000)
  • Fast-Track Scheme (for certified-company employees)
  • Copenhagen is the Nordic tech hub. Strong startup scene but employment-based entry only.

Yacht / Maritime

Denmark has an extensive coastline and a strong maritime tradition. Yacht registration under Danish flag (Dansk Internationalt Skibsregister — DIS). Major yachting hubs: Copenhagen, Aarhus, Skagen. Strong sailing culture.

Notes for RU citizens

Denmark applies full EU sanctions. Visa processing severely restricted. The "totality of ties" requirement in family reunification practically bars spouses where both partners' ties to Denmark are weak. The "24-year rule" disproportionately affects younger applicants. The Danish language requirement (Prøve i Dansk 3) is challenging. No meaningful Russian-speaking community.

Country Card

Denmark is a small, wealthy Nordic kingdom with a high-wage economy, a world-class welfare state, and one of the most restrictive immigration systems in Europe. It consistently ranks at the top of global quality-of-life, rule-of-law, and happiness indices. For expats, Denmark offers safety, efficiency, and excellent public services, but its residence pathways are almost entirely employment-based and tightly controlled — no golden visa, no passive-income route, and no digital nomad visa exist. The 9-year citizenship path and demanding language test make naturalisation a long-term commitment.

Strong points

  • World-leading rule of law, very low corruption, and high political stability
  • High wages with strong worker protections and excellent work-life balance
  • Copenhagen is a major Nordic tech and life-sciences hub
  • 27% flat expert tax scheme for foreign researchers and high-earners (up to 7 years)
  • Exceptional public infrastructure: universal healthcare, free education, cycling cities, digital government
  • Dual citizenship permitted since 2015

Known problems

  • One of Europe's highest tax burdens (effective rates ~38–55%)
  • No digital nomad, passive-income, or golden visa routes — limited entry paths
  • 9-year citizenship path + demanding Danish language test (Prøve i Dansk 3)
  • 24-year rule and DKK ~110,000 bank guarantee for family reunification are among Europe's strictest
  • Very high cost of living, especially housing in Copenhagen
  • Dark, cold winters with limited daylight (~1,780 sunshine hours/year)
