Overview
Vietnam's passport is moderate-strength and its immigration system is built around investor (DT), labor (LĐ), and tourist/e-visa categories rather than a broad residency program. Vietnam has NO formal Golden Visa yet — a five- or 10-year model has been under study through 2026 (a USD $300,000 placement pilot was reported to run from July 1, 2026 to June 30, 2029, though official confirmation is pending). Permanent residence exists but only under four narrow statutory categories. The DT investor visa series (DT1–DT4) functions as the practical long-stay system, with DT1 Temporary Residence Cards (TRCs) valid up to 10 years. [1]

Per-Program Detail
investment_residency
- Official name: DT Investor Visa (Đầu tư) — DT1, DT2, DT3, DT4 tiers + Temporary Residence Card (TRC, Thẻ tạm trú)
- Conditions: Four tiers by capital contribution: DT1 — VND 100 billion+ (≈ USD $4,000,000+); DT2 — VND 50–100 billion; DT3 — VND 3–50 billion; DT4 — under VND 3 billion. DT1 visa: 5 years; DT2: 5 years; DT3: 3 years; DT4: 1 year. DT1 TRC valid up to 10 years (lower tiers shorter, renewal required). Investment must be active (business), NOT passive property — buying real estate does NOT create residency rights. [2]
- Duration / renewal: DT1–DT2: 5 years; DT3: 3 years; DT4: 1 year; TRC up to 10 years (DT1). Renewal requires investment to remain in place.
- Path to citizenship: DT1 + 5 years continuous residence opens a path to permanent residence. Vietnamese naturalization generally requires 5 years residence + Vietnamese language (investors with contributions supporting national development may be exempted from the 5-year requirement under July 2025 Nationality Law amendments). [3]
- Official source: https://xuatnhapcanh.gov.vn/
- Community verdict: Mixed (DT1 gives up to 10-year TRC but PR is narrow and discretionary; investment grants residence, NOT citizenship).
passive_income_residency
- Official name: Not available.
- Conditions: No passive income or retirement residence. Property purchase gives a 50-year leasehold but no visa/residency rights.
- Community verdict: Problematic (no passive-income pathway; property ≠ residency).
digital_nomad_visa
- Official name: Not available (90-day E-visa used informally)
- Conditions: No dedicated DN visa. The 90-day multiple-entry e-visa ($50 USD) is the de facto nomad option, available to all nationalities, applied online. Cannot be extended from within Vietnam — requires "visa runs" (exit and reapply). The proposed Golden Visa would target digital nomads but has not launched. [4]
- Duration / renewal: 90 days; must exit and reapply.
- Path to citizenship: None.
- Official source: https://evisa.xuatnhapcanh.gov.vn/
- Community verdict: Works well informally (e-visa is easy and cheap; visa runs are standard but give no security of tenure).
highly_skilled_employment
- Official name: LĐ Labor Visa / UĐ1-UĐ2 Talent Visas
- Conditions: LĐ requires a work permit (sponsored by Vietnamese employer) — typically 1–2 years. From July 1, 2026, new UĐ1 and UĐ2 visas take effect: UĐ1 for high-skilled tech talent and special professionals in digital technology (planned 5-year validity); UĐ2 for other talent categories. Part of Vietnam's shift toward talent attraction over broad residency sales. [5]
- Duration / renewal: LĐ 1–2 years; UĐ1/UĐ2 planned 5 years.
- Path to citizenship: Work → TRC → (long-term) permanent residence possible via expert/scientist category; citizenship via 5 years residence.
- Official source: https://xuatnhapcanh.gov.vn/
- Community verdict: Mixed (work permit process is bureaucratic; UĐ1/UĐ2 are promising but new).
startup_entrepreneur
- Official name: DT4 Investor Visa (small business) — Đầu tư
- Conditions: DT4 for investments under VND 3 billion (≈ USD $125,000), 1-year visa. Smaller founders and entrepreneurs use DT4 or DT3. Active business involvement expected.
- Duration / renewal: 1 year (DT4), 3 years (DT3), renewable.
- Path to citizenship: DT route → TRC → long-term residence → citizenship (5 years).
- Official source: https://xuatnhapcanh.gov.vn/
- Community verdict: Mixed (low DT4 threshold is accessible; short 1-year renewal cycle is inconvenient).
employment_residency
- Official name: LĐ Labor Visa + Temporary Residence Card
- Conditions: Vietnamese work permit (sponsored by employer); LĐ visa 1–2 years; eligible workers can obtain a TRC (1–3 years) replacing repeated visa runs. [6]
- Duration / renewal: LĐ 1–2 years; TRC 1–3 years.
- Path to citizenship: TRC → long-term residence → citizenship (5 years + Vietnamese language).
- Official source: https://xuatnhapcanh.gov.vn/
- Community verdict: Works well for sponsored workers (TRC is the practical long-stay document).
student_residency
- Official name: DH Student Visa
- Conditions: Enrollment at a Vietnamese educational institution; sponsor required. Study route enables a Temporary Residence Card in some cases.
- Duration / renewal: Course duration.
- Path to citizenship: Study → work → TRC → long-term residence.
- Official source: https://xuatnhapcanh.gov.vn/
- Community verdict: Mixed (education route exists but is not a strong PR pipeline).
family_reunification
- Official name: TT Visa (spouse/child) — Thăm thân
- Conditions: Spouse or child under 18 of a Vietnamese citizen, or parent/spouse/child of a foreigner holding a long-term visa/TRC. Family members of Vietnamese citizens can pursue permanent residence (requires 3 consecutive years temporary residence for sponsored family). [7]
- Duration / renewal: 1–3 years.
- Path to citizenship: Family-sponsored permanent residence → naturalization (5 years, exempted for some).
- Official source: https://xuatnhapcanh.gov.vn/
- Community verdict: Works well (family tie to a Vietnamese citizen is one of the few reliable PR routes).
retired_residency
- Official name: Not available.
- Conditions: No retirement visa. Retirees typically rotate 90-day e-visas or hold sponsored business visas — no security of tenure.
- Community verdict: Problematic (no retirement pathway; visa runs are the norm).
Citizenship
- Years of residence: 5 years permanent residence + Vietnamese language proficiency + clean record + stable income (general naturalization). [8]
- Exceptions: July 2025 Nationality Law amendments REMOVE the 5-year residency requirement for investors whose contributions support national development; biological parent with Vietnamese citizenship also exempts standard conditions.
- Dual citizenship: Generally NOT permitted; naturalized citizens must renounce prior nationality unless holding foreign citizenship is deemed beneficial to Vietnam. [9]
- Permanent residence (PR): Available only under 4 narrow categories — meritorious service, foreign scientists/experts, family members of Vietnamese citizens, stateless persons resident since 2000. PR cards renewed every 10 years. [10]
- Important note: The proposed Golden Visa would grant RESIDENCE (not citizenship); investor visas and TRCs do NOT lead directly to citizenship.
Tax
- Residency-based taxation: Residents (183+ days or permanent residence) taxed on worldwide income; non-residents on Vietnam-source income only.
- Income tax: Progressive rates: 5%, 10%, 15%, 20%, 25%, 30%, 35% (top rate above VND 80,000,000/month). Non-residents: flat 20% on Vietnam-source income.
- Capital gains: Securities 0.1% (transfer tax); real estate 2%.
- VAT: 8% (standard, reduced). Corporate tax: 20% (preferential rates 10–15% for certain sectors/regions).
- No wealth tax, no inheritance tax.
- Apostille: Vietnam acceded to the Hague Apostille Convention, effective September 11, 2026, simplifying document legalization.
IT / Digital Nomad
No digital nomad visa visa. The 90-day e-visa is the de facto nomad option. Da Nang, Ho Chi Minh City, and Hanoi are popular nomad hubs with low costs and good internet. The proposed Golden Visa explicitly targets digital nomads but remains unlaunched. UĐ1/UĐ2 talent visas (from July 2026) target high-skilled tech workers. SVEC (5-year talent visa, live since Aug 2025) targets PhD scientists, senior executives, prominent artists — an extremely high bar.
Yacht / Maritime
Vietnam has a long coastline (3,260 km) with emerging marinas (Nha Trang, Phu Quoc, Ha Long Bay). Yachting infrastructure is developing but less mature than Thailand. No special yacht investor pathway. Foreign-flagged yachts may enter Vietnamese ports with clearance.
Notes for RU citizens
Vietnam is a highly popular destination for Russian nationals (large Russian-speaking communities in Nha Trang, Da Nang, Phu Quoc, Mui Ne). Vietnam does NOT require visas for Russian citizens for short stays (45-day visa-free as of 2026 for some; e-visa otherwise). No sanctions against Russia. The DT investor route is open and practical for RU applicants; banking for larger investments may face international transfer friction but Vietnam itself imposes no restrictions. Russian is widely spoken in tourist areas. Vietnam is a primary relocation destination for RU citizens seeking a neutral, friendly environment.
Country Card
Vietnam is a fast-growing Southeast Asian country with a young population of over 100 million, a rapidly industrializing economy, and one of the world's lowest costs of living (Numbeo index 26.6). It has NO formal Golden Visa or permanent residence for most foreigners — the DT investor visa series (DT1–DT4) and Temporary Residence Cards (TRCs) are the practical long-stay tools. A proposed Golden Visa (5–10 years, USD $300,000 placement) has been under study through 2026 but remains unlaunched. Citizenship is rare for foreigners; dual citizenship is generally not permitted. Vietnam is a primary relocation destination for Russian nationals due to visa-free short stays, no sanctions, and large Russian-speaking communities.
Strong points
- Among the world's lowest costs of living (Numbeo 26.6) — excellent value for remote workers and retirees
- DT1 investor visa grants Temporary Residence Card up to 10 years with VND 100B+ (~$4,000,000)
- New UD1/UD2 talent visas (from Jul 2026) targeting high-skilled tech professionals
- Fast-growing economy; young, dynamic workforce; rapidly improving infrastructure
- Popular with Russian nationals: no sanctions, visa-free short stays, large Russian-speaking communities
- Excellent cuisine, warm climate, long coastline with beach destinations (Da Nang, Nha Trang, Phu Quoc)
Known problems
- No Golden Visa launched yet (proposed, under study); no permanent residence for most foreigners
- Very weak passport: only 48 visa-free destinations (Henley rank 87)
- Not free politically: FH 19/100; weak rule of law (WJP 0.50, rank 81)
- No digital nomad visa — 90-day e-visa requires visa runs; no security of tenure
- Pollution in major cities (Hanoi, HCMC); chaotic traffic; weak environmental enforcement
- Bureaucratic, discretionary system; rules can change without notice; corruption risk
