Overview
Saudi Arabia launched its premium residency programme in 2019 as part of Vision 2030 — the first pathway to long-term residence without an employer sponsor (kafeel). The programme now offers multiple tracks: Permanent (SAR 800,000 one-time), Annual (SAR 100,000/year), Investor (SAR 7,000,000), Real Estate (SAR 4,000,000), Entrepreneur, Special Talent, and Gifted. Saudi Arabia does NOT grant citizenship to expatriates. Personal income tax is 0%, though expatriates pay a dependent levy under the standard Iqama system. [1]

Citizenship
Not available for expatriates. Saudi citizenship is almost exclusively by descent (Saudi father). Naturalization is theoretically possible via a rarely-used Prime Minister's decree under Article 9 of the Citizenship Law, but in practice it is not a viable pathway. Premium Residency provides permanent residence only. No investment amount unlocks citizenship. [11]
Tax
- 0% personal income tax — no tax on salary, dividends, or capital gains for individuals.
- Zakat: 2.5% on qualifying wealth for Saudi/GCC nationals. Non-Saudi residents not subject to zakat.
- Corporate tax: 20% on foreign-owned businesses. 2.5% zakat on Saudi/GCC-owned entities.
- 15% VAT (increased from 5% in 2020, may revert per Vision 2030 milestones).
- Expatriate dependent levy: SAR 400/month per dependent for standard Iqama holders (not applicable to Premium Residency holders).
- No wealth tax, no inheritance tax.
- Social insurance contributions: 2% employee + 2% employer for non-Saudi workers (GOSI).
IT / Digital Nomad
- No dedicated digital nomad visa. Saudi Arabia does not offer a remote work / nomad visa.
- IT professionals may enter through Premium Residency (Special Talent track), standard employment Iqama, or the Visit Visa for business.
- The Kingdom is investing heavily in tech (NEOM, The Line) and has growing startup funding.
- Saudi Arabia is positioning itself as a regional tech hub; dedicated DN visa may be introduced.
- For now, long-term remote workers must use Premium Residency or employer Iqama.
Yacht / Maritime
- Red Sea coastline with developing marina infrastructure (Jeddah Yacht Club, NEOM's Sindalah Island).
- NEOM's Sindalah Island (opened 2024): luxury yachting destination, 86-berth marina.
- Saudi Arabia is actively developing its maritime tourism sector under Vision 2030.
- Foreign yacht owners with Premium Residency can register vessels.
- Still early-stage compared to UAE; rapid development ongoing.
Notes for RU citizens
- Visa required for Russian citizens — tourist eVisa available (90-day validity, 30-day stay) via visitsaudi.com.
- Growing RU community in Riyadh, Jeddah, and the Eastern Province.
- Premium Residency accessible to Russian nationals who meet financial and clean-record requirements.
- Banking: Russian nationals face enhanced due diligence but Saudi banks generally remain accessible. No specific sanctions regime targeting RU nationals in KSA.
- Limited direct flights: Moscow–Jeddah/Riyadh via Saudia and Aeroflot (few weekly frequencies).
- Saudi Arabia has not adopted Western sanctions against Russia; remains neutral/partner position.
Community pulse
Mixed. Premium Residency is functioning but expensive (SAR 800,000 permanent or SAR 100,000/yr). The programme is still maturing. Standard Iqama remains the default for most expats but its employer-dependency and dependent levy are friction points. Cultural conservatism is decreasing but remains significant compared to UAE. Quality of life in Riyadh/Jeddah improving rapidly.
Country Card
Saudi Arabia is the largest economy in the Arab world and the only G20 member in the Middle East. Under Vision 2030, the Kingdom is undergoing a historic transformation: diversifying beyond oil, opening to tourism, and building megaprojects like NEOM. The Premium Residency programme offers long-term residence for investors and skilled professionals, with no minimum stay requirement. Personal income tax is 0%, and the cost of living is moderate by Gulf standards. Expatriates make up roughly one-third of the population, concentrated in Riyadh, Jeddah, and the Eastern Province.
Strong points
- 0% personal income tax in a G20 economy
- Largest market in the Arab world (~37 million population) with rapid modernization
- Premium Residency with no minimum stay and investment thresholds from SAR 800,000
- Low cost of living by Gulf standards, especially outside Riyadh
- Massive infrastructure investment under Vision 2030 (NEOM, Red Sea Project, Qiddiya)
- Strategic location connecting Asia, Africa, and Europe
Known problems
- No path to citizenship for expatriates — Premium Residency is permanent residence only
- Extremely restrictive political environment (Freedom House 9/100) with no political parties or free press
- Bureaucracy and unpredictable regulatory enforcement, especially for businesses
- Dependent-visa fees and expat levies add significant costs for families
- Summer heat is extreme (regularly 45°C+); outdoor activity limited May–September
- Social conservatism persists despite reforms — alcohol prohibited, strict gender segregation relaxing but still present
