Citizenship

Not available for expatriates. Qatari citizenship is almost exclusively by descent (Qatari father). Naturalization is theoretically possible under Article 5 of Qatar Nationality Law (25 years continuous residence + Arabic fluency + good conduct + self-sufficiency) but approvals are exceedingly rare — typically a handful per year, if any. Permanent residence (property route) does not lead to citizenship. No citizenship-by-investment programme. [6]

Tax

  • 0% personal income tax — no tax on salary, dividends, capital gains, or rental income.
  • 10% corporate tax on foreign-owned entities. 0% on Qatari/GCC-owned entities.

  • No wealth tax, no inheritance tax.
  • Excise tax: 100% on tobacco/energy drinks, 50% on sugary drinks.
  • Double taxation treaty network (~80 treaties).
  • Common Reporting Standard (CRS) participant.

IT / Digital Nomad

  • No dedicated digital nomad visa. Qatar does not offer a remote work visa.
  • Technology hub aspirations: Qatar Science & Technology Park (QSTP), Qatar FinTech Hub, Education City.
  • Digital infrastructure: excellent (fibre nationwide, 5G coverage).
  • Entrepreneurs may use Jusour programme (see above) with incubator endorsement.
  • For standard remote workers, tourist visa (90 days, visa-free for 95+ nationalities) is the primary option.

Yacht / Maritime

  • The Pearl Marina, Lusail Marina — premium berthing in Doha.
  • Qatar-flag registration available.
  • Marinas expanding as part of tourism development (post-World Cup infrastructure).
  • Strategic Persian Gulf location.

Notes for RU citizens

  • Visa-free entry (90 days) for Russian passport holders.
  • No sanctions, Qatari banks generally accessible to Russian nationals.
  • 0% tax and high quality of life (Doha).
  • Limited RU community — smaller than UAE but growing.
  • Direct flights: Doha–Moscow with Qatar Airways (multiple daily).
  • Jusour Entrepreneur Residency accessible for startup founders.
  • Banking KYC enhanced but manageable for clean-source funds.

Community pulse

Qatar provides high quality of life, safety, and 0% tax. Residency pathways are expanding (Jusour programme, property ownership) but remain more limited than UAE. The main friction points: limited permanent residency quota, no citizenship path, hot climate, and high cost of living. The Jusour programme has been well-received by the startup community.

Country Card

Qatar has the world's highest GDP per capita (PPP ~$112,000) thanks to enormous natural gas reserves. The country invested heavily in infrastructure for the 2022 FIFA World Cup, leaving Doha with world-class airports, metro, and hotels. Personal income tax is 0%, and the cost of living is moderate for a high-income Gulf state. Expatriates make up roughly 85% of the population. Residency options are more limited than the UAE — property investment ($200,000+) and QFC-based freelancer visas are the main self-sponsored routes. Citizenship is almost never granted to foreigners.

Strong points

  • Highest GDP per capita in the world (PPP); 0% personal income tax
  • World-class infrastructure: Hamad International Airport, Doha Metro, modern healthcare
  • Extremely safe with very low crime rates
  • Strong rule of law by regional standards (WJP 0.63, best in Gulf after UAE)
  • Strategic global hub: Qatar Airways connects to 160+ destinations; central time zone
  • Generous state benefits for nationals; expatriates benefit indirectly from high-quality public services

Known problems

  • No path to citizenship for expatriates — permanent residency exists but naturalization is almost never granted
  • Limited self-sponsored residency options compared to UAE; most expats tied to employer sponsorship
  • Extreme summer heat (May–September, 45°C+) with high humidity
  • High cost of housing in Doha, especially since World Cup
  • Restrictive political environment: no political parties, limited press freedom (FH 25/100)
  • 6-month maximum absence rule — stricter than UAE's no-minimum-stay Golden Visa
