Overview

Ethiopia is Africa's second-most populous nation and a rapidly growing economy. The Immigration and Citizenship Services (ICS) manages residence permits, while the Ethiopian Investment Commission (EIC) facilitates investor visas. There is no dedicated digital nomad visa, retirement visa, or citizenship-by-investment programme. The Ethiopian constitution prohibits dual citizenship. Naturalisation requires at least 4 years of residence. Addis Ababa is the diplomatic capital of Africa (AU headquarters). [1]

Per-Program Detail

employment_residency — Residence Visa (IMV)

  • Official name: Residence Visa (IMV — Immigration Visa)
  • Conditions: Job offer from Ethiopian employer. IMV application through ICS. Multiple entry 90-day IMV: USD 202 fee. Extension: USD 302. Valid passport (6+ months). Employer sponsorship. [6]
  • Duration: 1 year, renewable.
  • Path to citizenship: Minimum 4 years of residence. Ethiopian nationality law requires additional criteria (language, integration).
  • Official source: https://www.evisa.gov.et; https://ics.gov.et
  • Community verdict: Mixed — Addis Ababa has a large expat/diplomatic community (AU, UN, embassies). Bureaucracy can be challenging. Internet and infrastructure improving but inconsistent.

investment_residency — Business/Investment Visa (via EIC)

  • Official name: Business Visa + Investment Residence Permit
  • Conditions: Investment permit from Ethiopian Investment Commission. Minimum capital varies: USD 150,000 for sole foreign investor in most sectors (some sectors lower). Business registration. [7]
  • Duration: 1 year, renewable.
  • Path to citizenship: 4+ years residence.
  • Official source: https://investethiopia.gov.et
  • Community verdict: Mixed — Ethiopia has opened sectors to foreign investment (telecoms, banking limited). Practical experience: complex regulatory environment.

Citizenship

  • Naturalisation: minimum 4 years of lawful residence (Ethiopian Nationality Law Proclamation No. 378/2003). [8]
  • Language: Amharic (national working language).
  • Dual citizenship: PROHIBITED under the Ethiopian Constitution (Article 33). Ethiopia does not allow dual nationality. [9]
  • Passport: visa-free to ~45 destinations. Limited global strength.
  • Honest assessment: The combination of dual citizenship prohibition and a relatively weak passport makes Ethiopian naturalisation unattractive for most expats. The 4-year timeline is moderate but losing original citizenship is a dealbreaker for many.

Tax

  • Residence-based taxation. Tax resident if >183 days or domiciled in Ethiopia.
  • Personal income tax: progressive 0%–35% (top rate on ETB 130,800+/month, ~USD 2,400). Low threshold for top bracket.
  • Corporate tax: 30%.
  • VAT: 15%.
  • Foreign Exchange Directive No. 1011/2024 introduced changes to FX regime — foreign currency access remains restrictive.

IT / Digital Nomad

No dedicated DN visa. Addis Ababa has a growing tech scene (ICTA, Shega, xHub). Internet: 4G/LTE (Ethio Telecom — state monopoly; internet can be slow/shut down during unrest). Co-working spaces limited but emerging (iceaddis, xHub). Ethiopia is less IT-friendly than Kenya or Rwanda. Telecom sector opening (Safaricom entered 2022) is improving connectivity.

Yacht / Maritime

Not applicable — landlocked country.

Notes for RU citizens

eVisa available for Russian citizens. Ethiopia maintains historically close relations with Russia (dating to Soviet era). Addis Ababa has a notable Russian-speaking community. Banking: functional but FX restrictions apply. The dual citizenship prohibition is a critical consideration.

Country Card

Ethiopia is Africa's second-most populous nation (after Nigeria) and the continent's diplomatic capital, hosting the African Union headquarters in Addis Ababa. It is the only African country never to have been colonised (brief Italian occupation aside). A rapidly growing economy, Ethiopia remains landlocked with a young population. The Immigration and Citizenship Services (ICS) administers a functional but basic residence system. The constitution prohibits dual citizenship. Naturalisation requires only 4 years — one of Africa's shortest.

Strong points

  • Addis Ababa is the diplomatic capital of Africa (AU, UNECA) with a large international community
  • Short citizenship timeline — 4 years minimum is among Africa's fastest
  • Ethiopian Airlines is Africa's largest carrier, connecting Addis to global hubs
  • Deep historical and cultural heritage (Lalibela, Axum, Gondar)
  • Low cost of living by global standards
  • Government is opening sectors to foreign investment (telecoms, banking)

Known problems

  • Dual citizenship is constitutionally prohibited — a dealbreaker for most expats
  • No digital nomad visa, no retirement visa — limited short-term residency options
  • Internet: state monopoly (Ethio Telecom), historically slow and subject to shutdowns during unrest
  • Top income tax bracket (35%) kicks in at very low threshold (~USD 2,400/month)
  • Foreign exchange restrictions (FX Directive 1011/2024) limit capital mobility
  • Passport is weak (~45 visa-free destinations); not a passport-shopping destination
