## Definition

Highly skilled employment residence — permits for professionals with university degrees or equivalent experience, typically with a binding job offer from a local employer. The EU Blue Card is the flagship pan-European instrument (degree + job offer + salary ≥1.2–1.5× national average), but each country has its own variants: Netherlands Highly Skilled Migrant, UK Skilled Worker, Germany §18g Blue Card, Canada Express Entry, Australia Skilled Independent (189). These programs typically lead to permanent residency and citizenship, making them the most reliable long-term immigration pathway.

Not to be confused with standard employment residency (see [[employment-residency]]) — these programs have higher salary/qualification bars but faster processing, often no labor market test, and better family benefits.

## Current State

79 countries in the wiki have some form of highly skilled employment pathway. The EU Blue Card is available in 25 EU member states. Canada/Australia/NZ operate points-based skilled migration systems. The UK has Skilled Worker visas. The UAE has Golden Visa for exceptional talent. Most developing countries have a simplified version (work permit for qualified professionals).
